4. Authority Cited:
(a) FAR 13.106-1(b)(1)(i): Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization); OR
(b) FAR 13.106-1(b)(1)(ii): Only one source can provide a portion of the purchase that is a particular brand-name item; OR
(c) FAR 8.405-6(a)(1)(i)(A): An urgent and compelling need exists, and following the procedures would result in unacceptable delays; OR

RFQ/RFP #: W91YTZ22Q0122
(d) FAR 8.405-6(a)(1)(i)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; OR
(e) FAR 8.405-6(a)(1)(i)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order not previously issued under sole-source or limited-sources procedures.
5. Reason for Authority Cited: Womack Army Medical Center (WAMC) has a requirement to perform a study focusing on “Running Injury Prediction Using Three Dimensional Markerless Motion Capture”. This study is designed to utilize three-dimensional, markerless motion capture technology for assessments of active-duty service members (ADSMs). This technology assesses running-related kinematics; subsequent identification of biomechanical predictors, and the tracking of lower-body musculoskeletal injury risk. These assessments will provide insights toward addressing biomechanical characteristics. The Department of Defense is researching the leading cause of outpatient care and time lost from the unit. For this research, a sample size of 1200 ADSMs will be recruited for participation in the prospective study.
This decision to sole source this requirement is strengthened by the fact that there is an active Cooperative Research and Development Agreement (CRADA) in place. As a result of the agreement between High Point University and The Geneva Foundation, whose offices are located within Womack Army Medical Center, all equipment, office space, and personnel are in place to start the research. The purpose of the existing CRADA is to expedite the transfer of technology to the private sector through the sharing of resources. Additionally, High Point University has maintained a collaborative relationship with The Geneva Foundation and working with military personnel.
The Contractor shall provide qualified personnel, services, materials, equipment, supplies and facilities necessary to perform the primary objective of this grant is to conduct a project designed to utilize three-dimensional, markerless motion capture technology for assessments of running-related kinematics and the subsequent identification of biomechanical predictors of lower-body musculoskeletal injury risk in active-duty service members (ADSMs). Such an effort will provide insight toward addressing biomechanical characteristics associated with the leading cause of outpatient care and time lost from active duty within the Department of Defense. A sample size of 1200 ADSMs will be recruited for participation in the prospective study. If the research is not developed and completed, a large segment of ADSMs will not be deployable, and the mission will not be met.
6. Actions to Increase Competition: No further actions will be taken to increase competition for this requirement. Due to intelligent properties being owned and operated by The Geneva Foundation, this requirement will be sole sourced to The Geneva Foundation.

7. Market Survey: Market research was conducted in accordance with FAR Part 10. Researched General Service Administration (GSA) and the Small Business Administration (SBA) and located multiple vendors; however, no vendor associated with the terminology “markerless” was located.
