Control Number: 20-RHCO-A-275 Solicitation: W91YTZ20Q0132

Sole Source Justification Acquisitions under the Simplified Acquisition Threshold

1. Contracting Activity:

Regional Health Contracting Office – Atlantic (RHCO-A) Fort Bragg Contracting Cell 6021 5th Street, Building 1467 Fort Belvoir, VA 22060-5505

2. Description of Action:

Requirement: New Repeat Pricing: Firm-Fixed Price Time & Materials Cost Funds: OMA Other Funds: Total Dollar Value: $409,426.00

Name of Intended Contractor: GE HEALTHCARE

Street Address: 1155 Roberts Blvd City, State, Zip: Kennesaw, GA 30144

Phone: 800-367-6437

Period of Performance: 27 April 2020 – 26 October 2020

3. Description of Supplies/Services: This action is to support COVID-19 programs as needed for the Fort Bragg Community, and other facilities as requested and mandated. This contract is for preventative maintenance, service, and repair of the x-ray systems located in our radiology departments: Mammography, MRI, CT and Nuclear Medicine, Womack Army Medical Center, Fort Bragg, NC 28310. Failure to provide this contract will be catastrophic to the ongoing mission of quality and timely patient care. Womack Army Medical Center (WAMC) will no longer be able to meet its Access of Care Standards

4. Authority Cited:

(a) FAR 13.106-1(b) (1) (i): Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization); OR

(b) FAR 13.106-1(b) (1) (ii): Only one source can provide a portion of the purchase that is a particular brand-name item; OR

(c) FAR 8.405-6(a) (1) (i) (A): An urgent and compelling need exists, and following the procedures would result in unacceptable delays; OR

(d) FAR 8.405-6(a) (1) (i) (B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; OR

(e) FAR 8.405-6(a)(1)(i)(c): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order not previously issued under sole-source or limited-sources procedures.

5. Reason for Authority Cited: This is a sole source requirement with the OEM (original equipment manufacturer) qualified to service, repair and replace parts for the organizations systems. These technicians are school trained, certified and qualified to fulfil this request to repair to the manufacturer’s specifications. GE Healthcare parts are the best to replace unserviceable equipment in these systems. The proper operation of these systems is dependent upon propriety software, which is only available from the original equipment manufacturer. If the MRI’s, CT’s and other Radiographic/Fluoroscopic Systems are inoperable for an extended period of time this will cause patients to be referred to an outside provider at considerable additional cost. Any further delay of critical procedural cases may ultimately shut down the operating rooms until proper services are restored. Without this purchase, WAMC will not meet their mandated requirements to support the nation with COVID-19 as well as meet the mission for Fort Bragg Soldier’s and their families.

6. Actions to Increase Competition: A synopsis was posted on the Federal Business Opportunities (FedBizOpps). To date no interested parties have contacted the government.

7. Market Survey: Market Research conducted in accordance with FAR Part 10. On 8 January 2020 an on-line search of the SBA Quick Market Research was done.
