About this file
This justification and approval document and related award notice outline a sole source contract awarded to Fayetteville Technical Community College to provide paramedic training courses. The contractor will train up to 30 health care specialists per course in the necessary clinical and technical skills to sustain and treat patients in wartime situations. The period of performance is from January 2021 through December 2024. The total award value is $204,000. Womack Army Medical Center has an ongoing requirement for this specialized paramedic training due to the unique deployment needs of its soldiers, who often operate in isolated environments without direct medical supervision. Fayetteville Technical Community College is the only source capable of meeting this requirement due to its specialized curriculum and proximity to Fort Bragg, which allows soldiers to obtain this critical training without extensive travel.

Sole Source Justification Acquisitions under the Simplified Acquisition Threshold
(Simplified Acquisition Threshold is $250K)

2. Description of Action:

Phone: 866-697-8243

3. Description of Supplies/Services: The contractor shall provide all personnel, equipment, supplies, facilities, contractor transportation, tools, materials, supervision, and services necessary to perform the Paramedic Course in support of Womack Army Medical Center (WAMC). This is a non-personal services contract that includes one course of study; the Paramedic (EMT-P) course. The course will train in total up to thirty (30) Health Care Specialist in the clinical and technical skills necessary to sustain and treat patients in wartime situations
4. Authority Cited:
(a) FAR 13.106-1(b) (1) (i): Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization); OR
(b) FAR 13.106-1(b) (1) (ii): Only one source can provide a portion of the purchase that is a particular brand-name item; OR
(c) FAR 8.405-6(a) (1) (i) (A): An urgent and compelling need exists, and following the procedures would result in unacceptable delays; OR
(d) FAR 8.405-6(a) (1) (i) (B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; OR
(e) FAR 8.405-6(a)(1)(i)(c): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order not previously issued under sole-source or limited-sources procedures.
5. Reason for Authority Cited: The proposed Contractor for this requirement is Fayetteville Technical Community College (FTCC). In 2016, WAMC in conjunction with FTCC created a curriculum for Emergency Medical Technician (EMT) training to meet their growing Health Care Specialist population. The Womack Army Medical Center’s Soldiers often deploy to support unique missions in isolated and/or austere environments with no military support. The team medics are the sole provider of medical care for the soldiers on their teams. They must be able to provide medical treatment for up to 72 hours without any direct supervision or assistance. The Army's Initial Entry Medical Training is not sufficient to provide the skills to fulfill this requirement. The Army currently does not have a paramedic course to train non-aviation soldiers. The course functions are accelerated programs that provides Paramedic certifications within 20 weeks. The fast pace course gives soldiers the opportunity to obtain advanced training without missing substantial time away from their place of duty. This is significant because FTCC offers a program that is 32 weeks shorter than any other community college in North Carolina. Additionally, FTCC is located 10 miles from Fort Bragg, while the next community college is more than 40 miles away. Due to COVID-19, WAMC Soldiers cannot travel outside the area. The proximity of FTCC serves a cost effective location to conduct the subject training. Therefore, WAMC is requesting to sole source this requirement to FTCC to maintain the unique specifications and continuity of their requirement. If this contract is not awarded, WAMC will not be able to maintain their professional readiness in support of Army medicine and will not meet mission. Additionally, due to COVID-19, Center for Disease Control (CDC), the classroom size of students cannot be more than 10 students at one time. This action within itself has greatly reduced the potential for student soldiers to get training timely and complete the mission.
6. Actions to Increase Competition: A Combined Synopsis/Solicitation will be posted to BETA
SAM website. It is anticipated that FTCC is the only Contractor that can meet the full requirement due to curriculum and distances.
7. Market Survey: Market Research conducted in accordance with FAR Part 10. On 04 December 2020 an on-line search of the Small Business Administration (SBA) Quick Market Research was conducted. The General NAICS code 611310 search revealed multiple small business contractors having the capability to provide services; however, we know from previous contracts and solicitations posted that no other companies have the local capability that we are looking for to support the warfighter training. Additionally, using SBA, I searched using the NAICS and the keywords with no small business identified. I also searched General Services Administration (GSA) using the keywords Paramedic Training and Paramedic Courses with no vendors identified. According, we know that FTCC.
