Limited Sources Justification or
Sole Source Justification for Acquisitions under the Simplified Acquisition Threshold (Simplified Acquisition Threshold is $150K)
1. Contracting Activity: Joint Base Lewis-McChord Health Contracting Cell
2. Description of Action:
Requirement: New X Repeat Pricing: X Firm-Fixed Price Time & Materials Cost Funds: OMA X Other Funds: __DHP___ Total Dollar Value: $ 149,999.00
Name of Intended Contractor: Abbott Laboratories Street Address: 100 Abbott Park Rd City, State, Zip: North Chicago, IL 60064
Phone: 224-668-1883
3. Description of Supplies/Services: Lease of an Architect c4100 chemistry analyzer and reagents on a cost per test basis for Raymond W. Bliss Army Health Center at Fort Huachuca, AZ for the period of 1OCT2016 – 31JUL2017. Additionally all service, repair and maintenance is included in the acquisition. The system is to analyze patient samples (blood and urine) and can test for 43 different chemicals.
4. Authority Cited:
(a) FAR 13.302-1(a)(2)(iii)(A): Substantial duplication of cost to the Government that is not expected to be recovered through competition.
5. Reason for Authority Cited: While there are several companies that have products similar to this system, the length of this contract as well as the total volume would limit interest in this requirement.
Additionally the costs of awarding this contract to another provider will incur additional costs to the Government that would not be made up through competition. Costs include sending personnel TDY for training, Laboratory Information Systems have to be created, the analyzer will have to be calibrated and validated, as well as the time taken to do this which will not be spent providing patient care. Finally if a different system is brought in, either a ‘bridge’ contract will have to be completed or the hospital would have to send tests off-site which would incur additional expenses. The amount of these costs, combined, outweigh any savings to the Government that competition might bring from competing the requirement among FSS holders.
6. Actions to Increase Competition: New technologies are constantly being improved. It is estimated that by the end of this contract action there will be new technologies in place that will make
Control Number: 16-RHCO-P-0569 soliciting this requirement more beneficial to the Government as the above mentioned costs will likely apply to all equipment available at that time.
This will be posted on ASFI to increase competition.
7. Market Survey: Market search was conducted through FSS, the SBA DSBS and the internet.
GSA-eLibrary – A search of Schedule 66 III, 605-2B Clinical Analyzers, Laboratory, Cost per test, identified five possible vendors including Abbott Diagnostics. All but one are large businesses.
Google – A search using the keywords “chemical,” “clinical,” and “medical” shows vendors are available on the open market.
Dynamic Small Business Search - A search was conducted using the search keywords of “analyzer” and “chemistry” DID provide eleven vendors but they do not make analyzers.
