SPECIFICATIONS

Huber & Suhner Polatis Optical Switches or Equal

I. Background

PQNI is an extension to the National Institute of Standard and Technology (NIST) Platform Network Innovation (PNI) to include paths across the network without electronic conversions or optical amplification – both detrimental to quantum networking.

In order to achieve this goal (presence of transparent optical paths) NIST requires two transparent optical switches, and by setting cross-connects on these switches, NIST will be able to re-direct light to go through the quantum network section to different quantum tables that hold experiments using tunable lasers, MEMs switches, quantum memories, entangled quantum sources, quantum detectors, and other quantum devices. Ultimately, NIST envisions several of these quantum tables located in different buildings on the NIST Gaithersburg campus.

This scenario will allow NIST to launch both quantum and classical light-paths in order to investigate their co-existence in the same fiber.

II. Scope

Acquire two transparent optical switches to re-direct light to go through the quantum network section to different quantum tables that hold experiments using tunable lasers, MEMs switches, quantum memories, entangled quantum sources, quantum detectors, and other quantum devices.

III. Minimum Technical Requirements

Required Specifications

This is a brand name or equal requirement. Brand name or equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristic of products that will be considered satisfactory to meet the agency’s requirement.

The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award.

Experimental, or prototype will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable.

All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

Contract line item 0001: The Contractor shall provide two (2) Polatis Series 6000 Ultra Secure grade Single mode SMF28 Optical Matrix Switches (Part # S-OST-

08x08-LU1-HMHNS) or Equal meeting the following salient characteristics:

• Must be configured in a 1U high rack-mount Tray with a maximum of 08 Input ports and 08 Output ports LC/UPC duplex connectors

• Must have Hot Swap Twin Gigabit Ethernet & serial comms

• Must have Multiprotocol (TL1, SNMP, SCPI, SDN) & secure web GUI control interface

• Must have Hot swap dual 100/240VAC power

• Must have maximum insertion loss of 2.0dB (typical 1dB)

• Must have wavelength dependent loss (C+L): less than 0.3dB

• Must have fiber type: single mode, LC connectors

• Must have control interfaces: netconf, restconf, snmp, SSH, SCPI & HTML

• Must have operating wavelength range: 1260-1675nm, 1260-1650nm with optional

OPMS

• Must have max switching time: 10 ms

• Normal environment

• Standard configuration

IV. Delivery Delivery shall be FOB DESTINATION. NIST anticipates delivery not later than 11/15/2020, however, delivery shall not take place until the contractor coordinates with the designated TPOC and Contracting Officer. Prior to shipment, the Contractor must ensure NIST’s campus is open and accepting deliveries. If the restrictions of access to the campus impacts delivery schedules, a modification shall be executed by the CO to establish an extended delivery timeframe.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all items to:

National Institute of Standards and Technology (NIST)

100 Bureau Drive

Building 222, Room B215

Gaithersburg, MD 20899-0001

- The NIST is a controlled-access facility.

- Any delivery personnel must be a U.S. citizen or a U.S. permanent resident.

Description Quantity Due Date

Two (2) Polatis Series 6000 Ultra Secure grade Singlemode SMF28 Optical Matrix Switches (Part # S-OST-08x08-LU1- HMHNS) or Equal meeting all salient characteristics described herein

Two (2) See delivery language above

Warranty Twelve (12) months

Commencing after final acceptance

V. Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated.

The NIST Technical Point of Contact (TPOC) will perform the following test:

(1) Power up the system

(2) Connect a computer to the switch

(3) Test 0: Successful login connection to the switch

(4) Test 1: Successful network configuration of the switch – assign an IP address and verify successful login over the network to the switch

(5) Test 2: Add new users and validate successful logins

(6) Test 3: System -status should be green (no errors or faults/events on the system)

(7) Test 4: Create and Delete cross-connections between switch inputs and outputs

(8) Test 5: Configure optical power measurements and retrieve OPM Data

(9) Test 6: Test the protection switching capabilities

(10) Test 7: save configuration, restart the switch, and validate configuration is still there

The Government will test, inspect, and accept the switches onsite within 14 business days of delivery. A visual inspection of the equipment will be performed by the NIST TPOC to identify surface defects or any form of indication that the storage device was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance.

VI. Warranty

The contractor shall warrant the delivered items for a period of a minimum of 1 year after receipt of the equipment and shall be in accordance with terms in FAR 52.212- 4.

VII. Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after acceptance by the TPOC of fully functioning switches

2. The Government anticipates inspection will occur upon:

a.) After the testing procedures set forth in this document have been completed

NOTE: Partial shipments and partial invoices will not be accepted
