About this file
This technical specification document outlines requirements for trace gas analyzers to measure carbon dioxide, methane, carbon monoxide, and water vapor in ambient air samples. The National Oceanic and Atmospheric Administration seeks to procure Picarro G2401 and G2401-m cavity ring-down spectrometers or equivalent instruments. The G2401 is intended for surface and tall tower sites, while the G2401-m must be flight-ready for pressurized and unpressurized aircraft. A custom modification of the G2401-m is also required to operate at 80 torr with limited software changes and no sample handling modifications, delivering the instrument by February 2023. All analyzers must precisely and stably measure specified gas ranges to parts per million or better over averaging periods and meet other temperature, pressure, and drift thresholds. Delivery of four to six units is required quarterly starting 20 weeks after order placement. Place of contract performance will be in Boulder, Colorado under solicitation number 1305M322QNRMJ0074 for the Department of Commerce National Oceanic and Atmospheric Administration.

Attachment 1 - TECHNICAL SPECIFICATIONS
In this procurement the brand name or equal to Picarro instruments should trace gas analyzers for near simultaneous measurement of CO2, CH4, CO, and H2O. Instruments to be procured must maintain or improve upon the precision of current aircraft and field instrumentation used within the NOAA Global Greenhouse Gas Reference Network:
Picarro G2401: a cavity ring-down spectrometer for measurements of carbon monoxide, carbon dioxide, methane and water vapor. This instrument is to be used to measure ambient air at surface and tall-towersites.
Picarro G2401-m: an aircraft flight-ready, cavity ring-down spectrometer for measurements of carbon dioxide, methane, carbon monoxide and water vapor. This instrument is to be used to measure ambient air collected with pressurized and unpressurized aircraft. The NOAA GML Carbon Cycle aircraft program plans to expand its airborne trace-gas measurements to include data collected from commercial aircraft.
Custom modification of a G2401-m to have a low-cavity pressure (80-torr) mode of operation with limited software changes for high-altitude, low-pressure measurement of ambient air. The modified analyzer with custom mode is expected to be flight ready, have a 3.5x or better degradation in precision, and require no changes for sample handling.
DETAILED TECHNICAL SPECIFICATIONS:
The G2401 analyzer must be capable of measuring:
● CO2 in bulk air samples to or better than ± 0.05 parts per million (ppm) in 400 ppm
● CH4 in bulk air samples to or better than ±0.5 nmol/mol (ppb) in 1800 ppb
● CO in bulk air samples to or better than ±4 nmol/mol (ppb) in 100 ppb as 1-σ over a 30-second averaging period.
The analyzer must have a measurement range of at least:
● 0 – 1000 ppm CO2
● 0 – 6 ppm CH4
● 0 – 5 ppm CO The analyzer must be extremely stable and not subject to rapid drift in response to environmental influences such as pressure and temperature changes. The cell temperature and pressure must be controlled to within ±0.01°C and ±0.15 Torr to prevent measurement drift associated with temperature and pressure fluctuations. The analyzer must be able to measure ambient air with a wide range of conditions, from -10 to +45 °C in temperature and 400 – 1330 hPa in pressure.
The analyzer should minimize sample gas consumption by having a small sample cell volume and efficient flushing of internal components such as tubing, valves, etc. The analyzer needs to be deployable to the field, as well as in the laboratory.

The analyzer must have a measurement range of at least:
● 0 – 1000 ppm CO2
● 0 – 6 ppm CH4

The analyzer must be extremely stable and meet thresholds for drift of ≤ 10 ppb for CO; ≤ 0.2 ppb for CO2; and 2 ppb for CH4 at standard temperature and pressure (STP) over 24 hours. The cell temperature and pressure must be controlled to within ±0.01°C and ±0.15 torr to prevent measurement drift associated with temperature and pressure fluctuations. All analyzers should be robust, be able to run unattended for months, and require little maintenance.
DELIVERABLE SCHEDULE:
● 4-6 units delivered quarterly, starting with the first set within 20 weeks after order is placed.
● The single G2401-m with custom 80-torr mode is required by February 2023.
● Place of Contract Performance: Boulder, CO
