Description and Specifications
The Phantom v2640 is an ultra-high-speed camera with a full 4 Mpx Sensor. The v2640 can provide over 6,600 fps at a full 4 Mpx resolution of 2048 x 1920. At reduced resolutions the camera will record at over 12,500 fps in standard mode at 1920 by 1080.
Requirements:
The camera is available with multiple options. The table below lists the options desired at Explosive Ordnance Test
Lab.

In addition, due to the environment in which these cameras are tested, EOTL is requesting adding a 4-year service package (on top of the 1-year included with camera purchase) to allow the Contractor to provide management, labor, tools, parts, materials, and equipment necessary to perform yearly inspections, maintenance and repairs of one (1) v2640 Phantom manufactured Ultrahigh-speed cameras to original manufacturer specification operational functionality. These services shall be performed at the Contractors facility.
1.0 Design Specification
The design specification of the camera is dictated by the test objective. In order to improve the ability to characterize and understand munition blast and fragmentation performance, EOTL collects optical data of the fragmentation caused by munitions. The use of ultra-high speed cameras, calibrated as a stereo-pair, allows for the collection of the
3D position of fragments as they travel from the epicenter. The cameras will be protected in a hardened box behind cement blocks. These cameras will be approximately 180 feet away from the detonation pointed to a sky background. The cameras will be triggered and watch the detonation fragments propagate from the epicenter. The relationship between pixel resolution and frame rate will be balanced such that the most data will be captured. In addition, camera synchronization or delay will need to be minimized to ensure frame delay does not interfere with data collection.
The following describes the necessary attributes of the camera to meet the test objective.

2.0 Description of Support Work
2.1 Annual Routine: The Contractor shall perform an annual comprehensive evaluation and maintenance of one (1)
Ultra high-speed cameras.
2.1.1 The Contractor shall identify to Government Customer Representative (GCR) repair work required outside of annual maintenance that falls in the tier I and tier II definition as identified in section 2.3.
2.1.2 The Contractor shall provide a Contractor format Return Material Authorization (RMA) form with an RMA number, camera information and case ID.
2.1.3 The Contractor shall provide new Original Equipment Manufactured replacement parts.
2.1.4 The Contractor shall calibrate the equipment to factory specifications.
2.1.5 The Contractor shall provide a Contractor format RMA Report identified in section 2.7 once services are completed.
2.2 AS REQUIRED: The Contractor shall perform as requested and when required/necessary by the GCR a comprehensive evaluation and diagnosis of Ultrahigh-speed camera/cameras model number: v2640.
2.2.1 The Contractor shall identify repair if the repair work required falls in the tier I and or tier II definition as identified in section 2.3.
2.2.2 The Contractor shall provide a Contractor format Return Material Authorization (RMA) form with an RMA number, camera information and case ID.
2.2.3 The Contractor shall provide new Original Equipment Manufactured replacement parts.
2.2.4 The Contractor shall calibrate the equipment to factory specifications.
2.2.5 The Contractor shall provide a Contractor format RMA Report identified in section 2.7 once services are completed.
2.3 Special Requirements & Definitions
2.3.1 The government shall ship the Government Furnished Property (GFP) to the Contractor for evaluation, maintenance and/or repair. Once Ultra high-speed camera(s) are maintained and/or repaired and calibrated the
Contractor shall ship GFP to GCR identified in section 3.0.
2.3.2 The Ultra high-speed camera shall be operational and serviceable after completion of repair.
2.3.3 Annual Equipment Maintenance: The Contractor shall perform Services to include cleaning of sensor and camera body, removal of loose debris, manual testing, automated functional testing, final inspection, calibration, camera firmware updates and back focus adjustment on cameras to ensure camera is performing optimally.
2.3.4 Equipment Service: The Contractor shall perform required diagnostic and service of cameras to ensure camera is performing optimally. The Contractor will address customer issues that result in replacement of parts such as fans or shutters, updates of memory or sensor boards, etc. The camera is either placed into a low-level or high-level maintenance tier depending on the parts and labor associated with addressing the customer issue. Under a support plan, either level is covered. The camera will be confirmed functional by performing calibration and function/thermal testing, final inspection, calibration, camera firmware updates and back focus adjustment after the repair is made.
2.3.4.1 Tier I (low-level covered) services defined as follows:
Replacement of parts such as fans or shutters, updates of memory or sensor boards, etc. to ensure camera is performing optimally. Camera will be confirmed functional by performing calibration and function/thermal testing, final inspection, calibration, camera firmware updates and back focus adjustment after the repair is made.
2.3.4.2 Tier II (high-level) service defined as follows:
Any equipment repairs of equipment which has been disassembled, repaired, tampered with, altered, changed or modified by persons other than authorized service personnel, unless such service/repair by others is made with the written consent of Contractor. Any equipment repairs of defects or damage to equipment resulting from wear, tear, misuse, negligence, improper storage, transit, non-performance of normal maintenance tasks, battery leakage, or use of incompatible accessories.
2.3.5 At completion of repair the Contractor shall return the GFP to HAFB GCR identified in section 3.0.
2.4 Delivery Time Frames: The GFP shall be maintained and/or repaired and returned to the Government no later than (NLT) the following time frames identified below:
2.4.1 Annual Maintenance: 8 weeks after receipt of GFP.
2.4.2 As required deliveries:
2.4.2.1 Tier I services NLT 8 weeks after receipt of GFP.
2.4.2.2 Tier II services NLT 12 months after receipt of GFP.
2.5 Security Requirements: Contractor shall be responsible for safeguarding all government property provided to the
Contractor.
2.6 Quality Assurance. The Contractor shall inform the Contracting Officer in writing when discrepancies occur and will request corrective action. Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the Contracting Officer.
2.7 Records. The Contractor shall provide a written repairable item inspection report (244 forms) to include all repair work accomplished (CDRL A001). If additional request is made by the Government, the Contractor shall provide the original record or a reproducible copy of any such record within five working days of receipt of the request.
