The System for Award Management (SAM) is available for use by the United States Air Force (USAF). SAM is the government-wide acquisition and award support system consolidated by the General Service Administration’s (GSA) Office of the Integrated Award Environment (IAE). SAM acts as a single authoritative data source for vendor, contract award, and reporting information, thereby eliminating the need to enter multiple sites and perform duplicative data entry. SAM consolidates hosting to make the process of doing business with the government more efficient.

(4) Justification for restricting consideration to a brand-name item:

IAW FAR 16.505(b)(2)(i)(B) and AFMAN 64-302 paragraph 6.8, “Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.”

The Phantom v2640, manufactured by Vision Research, is the fastest 4 Mpx camera available and the most sensitive camera in its class. It has the highest dynamic range, 64.1 dB, of any Phantom camera that utilizes a global shutter. Binning mode on the Phantom v2640 reaches speeds of up to 25,030 frames per second (fps) at a resolution of 1024 x 976. The FAST option on the Phantom v2640 allows operators to reach a 142 nanoseconds (ns) minimum exposure. Correlated Double Sampling (CDS) in standard mode provides the cleanest images possible for images with dark regions, and Bright Field Mode increases the Full Well giving cleaner images to bright and very bright backgrounds.

The Phantom v2640 camera will be utilized by the the 582 MMXS Explosive Ordnance Test Laboratory (EOTL) at Hill AFB to perform First Article, Developmental, Service Life Extension, and Investigative or Emergency Testings while pointed to a sky background. The unique characteristics of the Phantom v2640 camera will allow the EOTL to collect the cleanest images possible, enabling the lab to improve characterization and understanding of munition blast and fragmentation performance.

The EOTL will use the Phantom v2640 in conjunction with current government owned Phantom cameras, for data collection of the three dimensional (3D) position of fragments as they travel from the epicenter.

The 582 MMXS Explosive Ordnance Test Laboratory (EOTL) at Hill AFB supports a multitude of test programs. The specific design specification of the requested camera is dictated by the test objective. The Phantom v2640 with its full four (4) Mpx Sensor, is the fastest camera on the market, achieving 6,600 frames per second (fps) at a full 4 Mpx resolution of 2048 x 1952 and over 12,500 fps in standard mode at reduced resolutions. The Phantom v2640 will enable the EOTL to achieve the test objective in support of multiple test programs on a multitude of government assets.

(5) Contracting Officer's determination that the anticipated cost to the Government will be fair and reasonable:

Based on market research, it is anticipated that adequate price competition exists to establish a fair and reasonable price. IAW FAR 15.404-1(b), price analysis and procedures will be used to ensure the final agreed-to price is fair and reasonable. This acquisition will be solicited on a competitive basis.

(7) Actions the agency may take to remove or overcome any barriers to decreasing the use of brand-name items before any subsequent acquisition of the supplies or services:

It is anticipated that future purchases will still require a brand name justification; however, the Government will continue to look at other viable product options. The Air Force will continue to search the commercial market on the latest new and emerging products that could satisfy the Government's requirements on future purchases.
