PROJECT UNDERSTANDING:
Lake McConaughy State Recreation Area (SRA), near Ogallala, NE: The Nebraska Game and Parks Commission (NGPC) has identified the need to maintain reliable public boating access on the north side of Lake McConaughy during anticipated extreme low-water conditions associated with the Kingsley Dam Improvement Project. As reservoir elevations approach or exceed historic low levels, the existing road across Kingsley Dam and the Martin Bay low-water boat ramp are expected to become inaccessible, limiting access to one of Nebraska's premier recreational destinations. This project will develop a new low-water boat launch facility near Beach Areas 11 and 12, including a boat ramp, access road, parking area, dock system, lighting, and supporting amenities that will provide dependable public access while supporting the long-term recreational use of Lake McConaughy.
The project will also require coordination with CNPPID, FERC, the U.S. Army Corps of Engineers, SHPO, USFWS, and other regulatory agencies to satisfy permitting and environmental compliance requirements. Through detailed site investigations, geotechnical evaluations, hydraulic and wave analyses, and coordination with project stakeholders, the design will focus on delivering a durable, cost-effective, and low-maintenance facility that provides reliable boating access while maximizing the long-term value of the State's investment.
PROJECT APPROACH:
1 DESIGN

1.2.1 Survey the locations of all visible physical features within the proposed site location.
1.2.2 Collect available utility location information and incorporate it on preliminary plans.
1.2.3 Engineer will make a “One Call” for utility locates to be marked in the project corridor and together with other survey data, will map existing site conditions within the electronic drawing.
1.2.4 Obtain and combine bathymetric data with the survey data.
1.2.5 Create an electronic drawing using AutoCAD illustrating elevations, site features, property boundaries from GIS data, and existing utilities resulting from the surveys performed.
