Summary of Changes
BLOCK 14. DESCRIPTION OF AMENDMENT/MODIFICATION (Continued)
The purpose of this Amendment is to correct technical issues within the solicitation and provide MCC's answers to vendor's questions received
1.) Clarification for the following section on page 9 of the solicitation. This section:
The above highlighted items are included to alert potential offerors that if it is found that a FEDRAMP certification is required that MCC is willing to sponsor the selected offer. At this point in time FEDRAMP is not required for this requirement.
2.) On page 51 of the solicitation, Sub Factor 1 has the following statement (highlighted)
The statement is changed to read: "Though a desirable capability, FEDRAMP Authorized is not a mandatory element for this requirement".
3.) Questions received and MCC's responses:
i) Does MCC require 24 X 7 X 365 traveler monitoring by the vendor's operations center?
Answer: Yes, at least passive monitoring. MCC travelers do not need to be actively monitored every step of the way but should there be an incident or alert, an ops center would be needed to respond 24/7/365 to assist and make timely notifications.
ii) Does the Government want the vendor to provide travel intelligence and alert content in the system or will the Government provide the content?
Answer: The vendor will provide the intelligence with MCC being able to edit or add to any reports.
iii) Section L.4 states that there are 3 Volumes, however, under Electronic Copy Submission, paragraph (a) states that the proposal shall be submitted in two separate files. (Q) Could the Government please confirm that Volumes I and II are to be combined into one file.
Answer: The electronic submission is to keep the file size down to enable MCC to receive the file. Keep it separate if submitting electronically.
iv) Section L.5 – Cover Letter Requirements and Identification of Points of Contact – It states that the CPARS must be identified. (Q) Does the absence of CPARS affect the submission of the proposal?
Answer: That is the CPARS representative for the company.
v) Is this a new requirement or you have an incumbent for the International Security Employee Travel Tracking Service?
Answer: This is a new requirement.
vi) Can you please expand on 'Track transactions and changes' requirement?
Answer: Should be able to track any and all "authorized" changes. For example, an authorized user uploads documents, tracks authorized changes, authorized system administration changes. This is more in line with audit logging.
vii) Can you please indicate (provide an estimate) how many users for each: Personnel Tracking Apps, approx. number of vehicles to be tracked and other devices (Sat phones etc.).
Answer: Total number of devices in a normal operating posture should be less than 200 but could increase to over 300. Total number of vehicles would be 1-10. Satellite Phones 1-10.
viii) Vehicle tracking requirement – does MCC wants to have a visibility like 'dot on the map' for the vehicles, or other any other IVMS capabilities required?
Answer: We only need "dot on the map" services. We would be utilizing GPS tracking devices to monitor a vehicle's location on a map. No other IVMS capabilities are required.
ix) Can you please confirm the project start date?
Answer: Start date will be approximately 30 – 90 days from close of the solicitation.
x) What is the average annual number of unique PNRs?
Answer: Average number would be ~250
xi) How many data feeds?
Answer: To be determined at time of award based on the offer selected.
xii) Who is your current TMC(s)?
Answer: Omega World Travel which utilized E2 solutions
xiii) What is the average number of international travelers?
Answer: In a normal operating posture 50-100 per month.
xiv) What is the average number of expats and expat dependents?
Answer: None
xv) Can you confirm that page 8, required applications, in Section C- Description/Specifications/Work Statement is the only section that needs to be completed as part of the technical proposal?
Answer: Yes.
xvi) Are we required to review and complete the NDA on page 17 as part of the submission?
Answer: Yes.
xvii) Is our Legal Team required to review Section I- Contract Clauses and Section K- Representations, Certifications, and Other Statements of Offers (page 17-45) as part of the RFQ or this is more of an FYI?
Answer: SECTION K contains instructions to submit. Typically, your SAM registration "CORE DATA" and "REPS AND CERTS" can help answer those requirements.

SOW
Section C, Page 7
Required Applications
Consolidated dashboard for staff:
Tracking of smart mobile devices, to include phones, tablets, GPS enabled watches
Is MCC asking that these devices be GPS tracked and displayed within the consolidated dashboard or that these devices be used by travelers to receive alerts, check-in, etc.?
Answer: Both
xix) SOW Section C, Page 8
Required Applications
Consolidated dashboard for staff:
Satellite phone
Is MCC asking that Satellite Phone devices be GPS tracked and displayed within the consolidated dashboard or that travelers have the ability to use satellite phones to receive alerts, check-in, etc.?
Answer: Satellite Phones and Vehicles would be on the consolidated dashboard. Ideally, notifications could be pushed to a satellite phone (text/call)
xx) SOW Section C, Page 8
Required Applications
Consolidated dashboard for staff:
Off the shelf GPS tracking devices for vehicle
Is MCC asking that GPS devices within vehicles be displayed within the consolidated dashboard?
Answer: Yes. Locations to be displayed xxi)4 SOW Section C, Page 8 Required Applications
User/Admin notifications and interactions:
Admin users can set profiles/ rules/ permissions/ alerts etc. specific to travelers and to destination
Provide examples/scenarios of what admin users would need the ability to change. For example, if alerts are being sent based on location, how would MCC want to change that process?
Answer: To ensure alerts are relevant to travelers. Example: A traveler in St.
Petersburg Russia would not get an alert for an incident in Vladivostok.
xxii
SOW Section C, Page 8 Required Applications
User/Admin notifications and interactions:
Ability to have staff check-in:
Scheduled check-ins
Provide a description or example of the "scheduled" intent.

SOW Section C, Page 8 Required Applications
Licensing at the agency level and not based on individual licenses
Acknowledging this requirement for licensing at the agency level; however, please provide an approximate number of international MCC travelers and expatriates (including dependents) operating overseas in a "normal," pre-Covid travel year, and estimated number of travelers in the next 12 months.
Answer: 50-100 per month. No expatriates /dependents expected.
xxi v)
SOW
Section C, Page 8 Required Applications
Provide mobile applications for individual users:
Have a "Panic Button" Feature
Please define the purpose of the Panic button.
As stated in the SOW, this proposed contract is for a travel tracking service, so if a user hits the "panic button" where will that call/request go into?
Answer: Sends an alert to the call center and any identified admin users within the agency of the alert. The alert provides the user information and location.
xxv
SOW
Section C, Page 8 Required Applications
Allows for customizable geofencing of locations overseas with specific rules/alerts assignable to each geofence
Provide a description or example of geofencing need and use.
Answer: To define operating areas in high risk places. Anyone crossing a geofence would alert admin users that they we "out of bounds" xxv i)
SOW
Section C, Page 8 Required Applications
Standard and customizable reports:
Reports must be customizable for MCC Admin Users to include the ability to link relevant resources and include MCC Pre-trip requirements
Please provide specific examples or samples of needed reports or detailed data sets that need to be customizable.
Answer: Reports that can quickly identify and sort travelers by flights, locations, hotels, country, city. Which users are currently utilizing the service outside of the United States.
xxv ii)
SOW Section C, Page 8 Required Applications
Standard and customizable reports:
Automatic pre-travel security reports based on traveler itinerary
Please provide examples of current reports or details of specific information needed. For example, 'Security' information is varied, ranging from traffic accidents and minor crime through to major security events such as terrorism or political instability. Does MCC want alerts to provide a wide range of security information or information that is vetted by security professionals and deemed important specifically for travelers? Does MCC have requirements for the staff that is actually writing the security information within the alerts? For example, does MCC want a service that pulls web data or a service that provides vetted security information with advice for managers and employees, developed by global security professionals?
This is a new requirement. No forms like this exist. Typically, a program like this would have the ability to create customizable forms. This will occur after award.
xxv iii)
SOW Section C, Page 8 Required Applications
24-hour call center
Please detail what services are needed for a 24hr call center. This RFP is for Traveler Tracking services and not for assistance services. What is the nature of the requests that would come in to the 24hr call center and where would calls be routed? Are calls routed to an MCC staffed resource or to the vendor? If to the vendor, what resources are expected to support the 24hr call center?
The call center would not be routinely utilized. We require the vendor be able to monitor anyone in a travel status and notify pre-identified persons within MCC in the event of an emergency or alert triggered by an employee overseas.
xxi x)
SOW Section C, Page 9 Required Applications
IT Cloud Requirements It is desirable to MCC That the Software-as-a-Service (SaaS) solution has one or more of the following certifications:
Federal Risk and Authorization Management Program (FedRAMP) authorization
This appears to be in conflict with Section M.2, Subfactor 1, which states that the proposed system shall be FedRAMP Authorized at time of award. Please clarify.
The above identified section has been amended at the top of this section.
xxx
Delivery or Performance
Section F3, page 12 Deliverables
F3.1 Software. The vendor will provide the software fulfilling the objectives of the Statement of Work in Section C…
Please clarify the deliverables with regard to software. This appears to be a conflicting requirement with Section C which states the desirable certifications of the Software-as-a- Service (SaaS) solution, not a deliverable software product. Please clarify the Deliverables in Section F3.
All references to FEDRAMP have been addressed at the top of this amendment.
xxx i)
Special Contract Requirements
Section H1, page 17 Potential impact of COVID-19 on Procurement
The second paragraph starts with "When in-country work begins…"
Please clarify the applicability of in-country work.
When the respective employee is in the country to work. Does NOT include the US.
xxx ii)
Evaluation Factors Section M.2, Page Factor 1: Technical Approach
Offerors will be evaluated on the ability to coordinate and provide security assistance services to MCC and MCC employees on a 24/7 basis.
There appears to be a conflicting requirement in this Factor. The solicitation only states travel tracking services are required and there is otherwise no mention of assistance services.
Can MCC please clarify if this is a requirement? If so, what security assistance is required?
MCC Requires a watch center that can monitor all MCC travelers either passively or actively.
Upon an alert, significant event, emergency, etc. occurring to a traveler or in the proximity of a traveler (ex: Earthquake) the call center notifies pre-identified MCC personnel of the incident.
xxx iii)
Evaluation Factors Section M.2, Page 51 SubFactor 1
Proposed system shall be FedRAMP Authorized at time of award
This appears to be in conflict with the SOW IT Cloud Requirements that states that FedRAMP authorization is desirable.
Can MCC please clarify if FedRAMP is required and if so, what needs to be FedRAMP Authorized? Is it simply where the data is hosted or does the offeror have to have its entire Tracking solution FedRAMP authorized at the time of award?
This has been amended herein. See top of page 2.
