Quoter Question MCC Response

Is there any flexibility regarding the start date or due date of the deliverable for task 1a? We have two key personnel on leave in February, so would be requesting a revised due date for the end of March/mid-April.

Yes, in this particular requirement, as long as the full team is ready to mobilize within 90 days of award, this will not be a disqualifying factor.

The RFQ states that ‘if MCC requires ongoing support for more than one phase of project development, a single project may have more than one country-level due diligence engagement’ (p.15). We understand this as meaning that a single Compact engagement would not cover multiple phases of a program but that it could still cover multiple sectors included in the Compact. Is that correct?

In general, the goal of both MCC and the eventual awardee should be that of focused, specific engagements in the Compact/Threshold Development process. In general, that will mean narrowing to a single sector, but it is not impossible that a country team may request to explore opportunities in more than one of the sectors in consideration.

Is it possible to include in the team an expert who already has contracts with MCC or its contractors?

Yes, as long as there is no Conflict of Interest.

Is there a cost ceiling or estimated range for the budget? Section B (page 6) references “unrestricted NAICS Code 541611 Size Standard $15 million” while on the forecast this opportunity was listed as a range of $150,000 - 699,999.

The MCC business forecast is estimated information, however, the governments is aware costs may exceed this estimate. The size standards are for the most part expressed in either millions of dollars (those preceded by “$”) or number of employees (those without the “$”). A size standard is the largest that a concern can be and still qualify as a small business for Federal Government programs. For the most part, size standards are the average annual receipts or the average employment of a firm.

Per L.3.2 (page 48), at least one of the past performance references should be from the proposed Team Lead or subcontractor. Does this mean that a project performed by the proposed Team Leader, but not by the prime or sub contractor, may be submitted?

Corrected: If proposing a contractor teaming arrangements (CTA) or subcontractor, at least one of the past performance projects performed by the CTA or subcontractor.

In some places the RFP refers to Morocco and/or Sierra Leone, and in other places it refers to francophone West Africa. Could MCC please confirm the anticipated countries or region(s) in which the work will be conducted? How many countries are envisioned?

The number of country due diligence engagements under Task 2 is already specified in the RFQ.

Morocco and Sierra Leone are ongoing RBF projects which may be analyzed under Tasks 3-5, but will almost certainly not be countries where Task 2 due diligence engagements will be launched. While not a foregone conclusion, the number of Francophone West African countries in MCC's portfolio is the reason for references to French language proficiency and experience in the region.

What is the size limit of the submission file? No, however the submission needs to not exceed the limit to submit an electronic file.

Are we able to bring in partners/subs for this opportunity? Yes.

9 Is MCC expected to have fully loaded labor rate for subcontractor personnel? Yes, if they re being proposed for a key or non key position.

Is markup allowed on the subcontracting budget line item? Can we include our negotiated indirect rates and fee in the subcontractor cost?

Price Quote should be in accordance with your accouting pratices as noted in your audited financial statements or your approved NICRA. Documentation of such rates shall be included with your submission.
