About this file
This document provides an amendment to a solicitation for a supplemental dental benefits plan. The Commodity Futures Trading Commission is seeking to contract with a single provider to administer and insure its supplemental dental insurance plan covering approximately 700 employees located across four offices. The resulting contract will have an initial one-year period of performance beginning in January 2021 with the option to extend for up to four additional one-year periods. The amendment clarifies that electronic proposals are due by June 1, 2020 while hard copies may be delivered by June 5, 2020. It also specifies the relative importance of the technical evaluation criteria and clarifies how subcontracting plans will be evaluated.

CONTINUATION PAGES
The purpose of this amendment is to revise and clarify the terms and conditions of the solicitation. This amendment makes no change to the date and time of electronic proposal submissions, which remains 12:00 p.m. local time on June 1, 2020. (Note: Changes to the terms and conditions of the solicitation are highlighted in grey.)
1. Part III Section 2.2(b) Time, Date and Place Proposals are Due is revised to provide flexibility in the submission of the proposal hard-copies as a result of continued COVID-19 challenges. Accordingly, Section 2.2(b) is hereby replaced in its entirety with the following.
(b) Proposals shall be submitted by e-mail to: krison@cftc.gov. Please note that CFTC quarantines all emails that exceed 100MB in size. The e-mail submission shall be followed by three (3) full sets of all proposal volumes, and one (1) original-signed copy of the Standard Form 1449. The full set of hard-copy proposal volumes should be delivered to CFTC not later than June 5, 2020, and may be hand delivered to the building lobby, sent by special delivery service or regular mail. However, be advised that U.S. Postal Service deliveries are being significantly delayed due to security related irradiation procedures. Offerors assume full responsibility for assuring that proposals are received in a timely manner. Email submissions that require CFTC to retrieve the proposal volumes (e.g., through the use of a file transfer website or a personal network storage and backup website) will not be accepted.
When the hard-copies of the proposal are hand-delivered, sent by special delivery service or regular mail and to assure that your package arrives at the proper place on time and to prevent opening by unauthorized individuals, your proposal must be identified on the envelope or wrapper as follows:
Commodity Futures Trading Commission Attn: Kathryn (Kay) Rison, Contracting Officer 1155 21st Street, NW

2. Part III - Section 4 Evaluation Criteria paragraph (a) is revised to clarify the relative importance of the technical criteria as follows:
(a) CFTC intends to award a single contract to the offeror whose offer, conforming to the solicitation, represents the best value to the Government. In considering which offer represents the best value, CFTC will consider the following technical criteria:
(1) Corporate Experience and Past Performance
(2) Quality of Network
(3) Administrative Services
(4) Capability, Compliance & Risk Management
(5) Communication Materials
(6) Subcontracting Plan
Technical evaluation criteria (1) through (4) are of equal importance. Technical evaluation criteria (5) and (6) are of equal importance, with each being less important than each of criteria (1) through (4). From the standpoint of relative importance of price to technical criteria, the technical criteria, when combined, are significantly more important than price. However, as the merit of technical factors in competing proposals approaches equality, price will become a discriminating consideration.
3. Part III – Section 4 Evaluation Criteria paragraph (b)(6) is revised to clarify how the government will evaluate Criterion (6) Subcontracting Plan which was incorporated via Amendment 0001:
(b)(6) Subcontracting Plan - The offeror’s subcontracting plan, where practicable, will be evaluated to determine the extent to which it demonstrates a reasonable approach to assisting, promoting and utilizing Small Businesses (SB), Small Disadvantaged Business (SDB), Service Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB) and HUBZone Small Business (HUBZone).
