SECTION 3

EXISTING CONDITIONS

3.1 General

A. Falcon Power Plant includes a power station with three 10.5 MW hydroelectric generating units.

Power at the plant was first generated commercially in 1954.

B. Amistad Power Plant includes a power station with two 33 MW hydroelectric generating units.

Power at the plant was first generated commercially in 1983.

C. Amistad Power Plant has two existing main control boards (S-boards) located adjacent to each main unit generator. The generator protection relays and protection relays are contained in the main control boards. The protection relays and auxiliary control relays are in the rear of the control boards. All generator and utility line protection relays are electro-mechanical type relays. The main control boards is original equipment. The most recent test labels on the relays show that testing was performed in 2007.

D. Amistad Power Plant has two main unit generators that supply power to its respective unit circuit breaker by metal enclosed, non-segregated bus, and from the circuit breaker to the individual generator step up transformer (GSU) by an assembly of cable bus. At rated output, the generator produces 1,453 amperes or 1,671 amperes at 115% capacity. Each phase is comprised of three 15 kV, 750 kcmil cables contained in a ventilated metal raceway supported by porcelain insulators. The cables and associated raceway are original (approximately 35 years old). There is no test data available to identify the frequency of insulation testing of the individual phases.

USIBWC Solicitation 191BWC19R**** Page-7 of 20

E. At Amistad Power Plant, the 13.8 kV switchgear consists of two sections, one on either side of the 480V double-ended substation. Each section contains unit breakers and one station service breaker.

The unit breakers and station breakers are Westinghouse “Porcel-line” air blast circuit breakers. The nameplate information for the unit breaker is as follows: model 150 DHP 500, manufacture date 10/81, 2000A, 18kA SC, 37kA C/L, 15kV, 95kV BIL, 5 cycle. The nameplate information for the station service breaker is as follows: model 150 DHP 750C, manufacture date 9/81, 1200A, 28kA SC, 58kA C/L, 15kV, 95kV BIL, 5 cycle. The project also has two spare breakers.

The last breaker testing was in 2012. The contact resistance results indicate results above 100 microohms, and results between poles differed by as much as 162 percent. The O&M history indicates that the breakers with a high number of operations require more in-depth maintenance.

F. Falcon Power Plant has a 6.9 kV switchgear that consists of six circuit breaker cubicles. The original circuit breakers were GE “Magne-blast” air blast circuit breakers, some of which have been replace with Square-D roll-in replacement SF6 circuit breakers. The original GE Magne-blast circuit breakers nameplate data is summarized as follows: manufacture date 1953, 1200A, 10.6kA interrupting, 13.8kV, 95 kV BIL, 8 cycle.

The last breaker testing was performed in 2002. The O&M history for the breakers indicates that there have been some outages caused by the breakers. Breaker 328A516-1-9 has been out of service since 1996 (it will not close). Breaker 382A516-1-10 has been out of service since 2004 (it will not close). Breaker 382A516-1-13 has been out of service since 2007 (it can only be tripped manually).

G. Falcon Power Plant owns a 480 Volts Square D switchgear that consist of 18 cubicles with different amperage breakers, two (2) power transformers rated 7.5 KV/480 Volts, and two (2) Lighting Distribution Transformers rated 480 Volts/ 208 Volts. The switchgear was installed in 2017 and requires a yearly basis preventive maintenance.

H. Falcon Power Plant owns five (5) 138 KV Transmission Electrical breakers that need to be tested on a yearly basis and full tested with currents transformer every six years to comply with North America Electric Reliability Corporation (NERC) standards.

I. Falcon Power Plant owns several pieces of mechanical, hydraulic, pneumatic, and electrical equipment that need to be scheduled for preventive maintenance on a monthly, quarterly, and yearly basis.
