SOLE SOURCE JUSTIFICATION

FOR FEDERAL PROCUREMENTS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD (<$150,000)

(The use of this template is optional and solely for the convenience of the Contracting Officer)

1. Describe the requirement, as well as the total estimated dollar value (including options). Please note that the requirement is the minimum acceptable specification or capability, and is not necessarily the best in the industry.

NAL requires immediate, un-embargoed and complete electronic access via the internet to all issues of the Proceedings of the National Academy of Sciences for use by all USDA employees, authorized public on-site users cooperators and volunteers working on behalf of USDA and acting within the scope of their relationship with USDA.

2. List the proposed vendor

The National Academies of Sciences 500 Fifth Street, NW Washington, DC 20001-2736

3. Describe why the proposed vendor is the only vendor from which the requirement can be obtained. Examples of acceptable justifications include but are not limited to: sole manufacturer and seller, adherence to warranty provisions, urgency, etc. If other vendors can provide similar products or services, describe why they cannot meet our particular requirement.

The publications provided by the vendor are copyrighted and proprietary. No other sources are authorized to provide the immediate, un-embargoed, complete perpetual access required by the Library. Only the vendor can deliver immediate electronic access to the most recent as well as all previous issues of the Proceedings of the National Academy of Sciences.
