About this file
This document is a series of Contract Change Notices for a Motor Pool Management System contract between the State of Michigan Department of Technology, Management and Budget (DTMB) and Agile Access Control, Inc. The contract, numbered 071B9200170, was originally effective March 10, 2009, with an initial three-year term expiring March 9, 2012. The contractor is located at 4640 Star Flower Drive, Chantilly, VA 20151, with primary contact Ed Smith. The State's program manager is Jamie Mathews (DTMB), and multiple contract administrators have overseen the agreement throughout its term, including Mecca Martin, KeriAnn Trumble, and others. The contract has been extended multiple times through various change notices documenting the State's exercise of available option years.
The contract covers FleetCommander fleet management software maintenance and support, hardware including RFID readers, keyboxes, kiosks, and replacement parts, plus professional services such as custom user import tools, RFID authentication implementation, and SIGMA system interfaces. The estimated aggregate contract value has increased from the original $402,603 to $1,675,268.28 as of Change Notice 19 (effective September 10, 2025). Payment terms are Net 45 days, with P-Card and Direct Voucher payment options available. The contract includes an administrative fee of 1% on all payments. The most recent change notice (No. 19, dated September 10, 2025) exercises two additional option years, extending the contract expiration to September 10, 2027, with no additional funding change. The contract is available for extended purchasing and applies statewide, allowing multiple State agencies to utilize the indefinite delivery vehicle. Prior change notices document annual maintenance costs, hardware purchases, and custom development work ranging from approximately $21,595 to $166,000 in incremental funding.

BACKGROUND / PROJECT OBJECTIVE:
The State of Michigan (SOM) needs a means to import new users for the DHHS sites they are bringing online. One site has over 500 users who need to be imported into FleetCommander. This is very time consuming to do one at a time. SOM would like an easier way to get the users into the system.
SCOPE OF WORK:
Agile Fleet will meet the following requirements:
1. The user import shall create a means to import new users into FleetCommander;
2. The user import shall populate a minimum set of fields required by the State of
Michigan (at the time of this change request);
3. The user import shall set site permissions for imported new users;
4. The user import shall enable Grab and Go for imported new users.
DELIVERABLES:
Michigan User Import Tool The Michigan User Import Tool will allow for the upload of files containing new user data. The tool will add new users to the FleetCommander database (i.e., insert only).
Version 2021-1 2 of 10
Figure 1: User Upload Tool – File Upload
The fields on the file upload interface will be as follows:
• Browse: Selects the file to upload.
• Eligible Grab and Go: Checkbox. If selected, enables Grab and Go for all users created via the import. The box will be checked by default.
• Site Permissions (requestor and driver): Multiselect. All users created via the import will have requestor and driver permissions assigned for the site(s) selected. “No Sites” will be selected by default. If “No Sites” is selected, no site permissions will be assigned to new users created via the import.
• Clear: Removes filter settings.
• Submit: Imports the file with the selected settings.
Basic Validation When the file is uploaded, the tool will perform the following basic validation steps on the file:
• The file must not be zero (0) KB.
• The file must contain at least one row of data.
If either of the above validation steps fail, the import will not be performed, and a message will be displayed, indicating the validation step which failed.

Version 2021-1 3 of 10
User Import File Format The user import file will be a plain-text, tab-delimited file. The first row of the file will contain column headings. The column headings will be as indicated in the first column of the table below. There will be one row in the file for each user record to be imported.
Data will be imported exactly as it appears in the file. The data should be free of tab characters and any extraneous characters which are not intended to be written in the database.
A user record will only be created in FleetCommander if the following conditions are met:
• The username does not already exist in FleetCommander;
• The record contains exactly eight columns of non-blank data (all fields are required);
• The data in each field does not exceed the maximum character length identified in the table below.
The fields in the import file will include:
Table 1: Import File Field Mapping
File Field Name FleetCommander Field
Comments
Last Name LastName Max length 30 characters.
First Name FirstName Max length 30 characters.
HRMN ID Username Max length 100 characters.

Sample Import File A Sample file is attached below as Exhibit 1.
User Default Data The following user fields will be populated with default values in FleetCommander:
Table 2: Default User Profile Data
FleetCommander Field Default Value
Password A random 14-character password will be created for each user. Users will use the "forgot password" feature the first time they access the system to gain access.
Access Group Standard (AccessGroupId = 1)
Usage Type Hourly/Daily Rental (UsageTypeId = 1)
Status Enabled (Status = 2)
Enable Self Check Out? Y
Timezone Eastern Standard Time (TimeZoneId = 152)
Phone Preference Business Phone (PreferredPhone = 1)
Email Preference Work Email (PreferredEmail = 1)
Eligible for Manual Assign N
Eligible for Auto Assign Y
Eligible for Auto Approve Y
If the “Eligible for Grab and Go” checkbox on the filter interface was checked, all users in the file will have Grab and God enabled on their User Profiles. Additionally, users in the file will have requestor and driver permissions added for any sites selected in the Site Permissions filter.
Version 2021-1 5 of 10
New users will have the “users must modify password at next login” flag enabled on their use profiles, such that they will be required to modify their passwords after the first time they access the system.
Processing the File The first step in processing the file will be to create a “scheduled process” record. This record will mainly be used to keep track of the imort process for debugging purposes.
The scheduled process record will be created as follows:
Table 3: Scheduled_Processes Record
Scheduled_Processes Field
Source Data Notes strProcess SOM User Import dtStarted GETUTCDATE() Current date/time (UTC).
dtCompleted Will be populated when the process concludes.
CreatedBy UserId of user performing import.
When the process concludes, the scheduled process record will be updated with the date/time of completion (Scheduled_Processes.dtCompleted). A confirmation interface will display, indicating the file was imported successfully and listing any records which were determined to be invalid and could not be imported. (See also Confirmation Interface.)
Confirmation Interface When the User Import Tool finishes processing the uploaded file, a confirmation interface will display. This interface will be modeled after the confirmation interfaces for the State of Michigan existing custom tools. The confirmation interface will indicate whether the file was processed successfully.
If the file was processed, a table will display, showing any invalid records which could not be processed. The table will include the following information for each invalid record encountered:
Version 2021-1 6 of 10
• Username: Username from the uploaded file;
• Reason for Error: May include:
o Incorrect number of columns;
o Username already exists;
o Missing data – [field name];
o Invalid data length – [field name].
• Error Line Number: The line number of the record which encountered the error.
If all records are processed successfully, a message will appear which reads, “All records were processed successfully.”
Storing the File The State of Michigan currently has an “export” directory at the same level as the FleetCommander directory. Within this directory resides an “SOM_UserProfiles” directory (i.e., “files/custom/SOM_UserProfiles”). Files uploaded viat the existing User Profile Update Tool are currently stored in this directory. Files uploaded via the new User Profile Import Tool will be uploaded to this directory, as well. Each file will be renamed to include the original filename with the current date and timestamp appended in YYYYDDMM_HHNNSS format (e.g., OriginalFilename_20220824_120345.txt).
Data Structures and Data EnterpriseSettings_ContentFilePaths – New Record A record of the path to the import files will be written to the EnterpriseSettings_ContentFilePaths table as follows:
Table 4: EnterpriseSettings_ContentFilePaths Records
Field Value
ContentName custom_michigan_som_userimport
FolderName custom\_MICHIGAN\SOM_UserProfiles
Active 1
Version 2021-1 7 of 10
Scheduled_SOM_UserProfileImport – New Table Each time the User Import Tool is run, all of the records from the uploaded file will be written to the Custom Scheduled_SOM_UserProfileImport table. Prior to writing the records to the table, all records corresponding to processes executed more than 60 days in the past will be deleted.
The records will be written as follows:
Table 5: Scheduled_SOM_UserProfileImport Records

1 Introduction State of Michigan (the "Customer") wishes to test using the FleetCommander RFID/proximity reader integration capabilities for authentication at the kiosk.
2 RFID Reader Hardware
• FleetCommander Kiosk integrates with RFldeas Inc. brand readers.
• Each kiosk in the Customer's solution will require an RFID reader.
o The Customer will purchase RFID readers from Agile Access Control , Inc.
o Agile will preconfigure each reader for the Customer's card format prior to delivery.
• The Customer requests the use of an enrollment reader. Enrollment readers allow FleetCommander administrators to scan the value from a RFID card into a user's FleetCommander user profile.
• Agile will clearly label each reader to indicate its intended use (e.g. , Kiosk vs. Enrollment).
• The model reader selected for the Customer is: RDR-80081AKU.
o This is a standard form factor reader.
o This reader connects to the kiosk via USB cable. Cable length is 6 ft.
• The Customer requires a total of two (2) RFID readers.
o One (1) reader will be configured for use at a kiosk.
o One (1) reader will be configured for enrollment purposes.
3 KioWare Software The Customer kiosk(s) requiring RFID/proximity reader integration will run the FleetCommander Kiosk application through KioWare kiosk software.
FleetCommander Support will preconfigure the readers and also provide instruction for configuring the reader for use with FleetCommander and KioWare.
4 Authentication FleetCommander Support will provide instructions to configure the FleetCommander enterprise advanced settings to support RFID/proximity reader authentication at the kiosk. The Kiosk Login Authentication setting will be set to "Customized Login Function(s) - Bypass Username/Password Prompt." The customer specifically requests that the scan of a RFID card be sufficient to gain access to FleetCommander Kiosk. No additional authentication (e.g. two factor, password prompt, etc.) will be required .
4. 1 Customer Card Format
• The customer has one card type: AgileFleet supplied Ml FARE Card
• The customer will purchase 7 AgileFleet cards which will be distributed to their users.
• The value to be read from the card consists of the Card Id.
• The value to be read from the card will be a unique value within the lot of the 7 cards purchased . The Customer must be aware of this and ensure that the Card Id results in a unique value for each user should additional cards be purchased or otherwise incorporated into the solution in the future.
4.2 User Profile Electronic Id
• The Card Id will be stored in the Electronic Id field on the User Profile in FleetCommander.
• The Customer will be responsible for updating the User Profile Electronic Id field with the appropriate Card Id for each user who will authenticate at the kiosk.
• The Customer will ensure each unique Card Id will be assigned to at most one user profile.
• The Customer will ensure that the Card Id stored in the Electronic Id field will be updated if a new card is assigned. In the event a user's card is lost or a user's card should no longer allow access, the Customer will remove the value from the Electronic Id field on the User Profile.
4.3 Identifying Users
When a user scans a card at the kiosk, the Card Id returned will be matched against the User Profile Electronic Id field in FleetCommander. If an exact match is found and the corresponding user has sufficient permission to log into the kiosk, the user will be logged in.
5 RFID Questionnaire Responses The FleetCommander RFID Questionnaire responses for the customer are included below. Some of these values may have been determined by Agile.

MICHIGAN DEPARTMENT OF TECHNOLOGY,
MANAGEMENT AND BUDGET
IT SERVICES
STATEMENT OF WORK
I. Background
The SIGMA system will impact all areas of State business operations, from payroll and purchasing, to payment of suppliers, disbursement of grant funding and processing of unemployment, financial aid and child support. The system must interface with each of the applications managing these process areas, as well as those utilized for payment processing and revenue generating applications. To successfully implement the required functionality and realize projected efficiencies of SIGMA, the interfaces must be in established, tested and fully implemented. The State does not have resources with the necessary technical ability and bandwidth to accomplish the transition independently. Thus contract change notices will be processed for those interfaces which can be managed through existing contracts and staff augmentation resources will be obtained through bids completed under the pre-qualification program.
II. Environment / IT Standards
III. Project Objective
Successfully design and implement necessary interfaces between existing systems and SIGMA for continued and improved operations and business processes throughout the state.
