About this file
This is a Scope of Work document for Denton Municipal Electric (DME), a department of the City of Denton, Texas, requesting qualifications to establish a pre-qualified list of contractors for power-distribution equipment testing, disposal services, and transformer rebuilding and refurbishing. The solicitation seeks qualified respondents capable of handling transformer salvage, refurbishment, rebuilds, and on-site oil disposal across multiple service categories. The City intends to award contracts to pre-qualified firm(s) with the ability to perform work over a three-year contract term. Sealed qualification submissions are required from interested vendors, who must demonstrate demonstrated competence and provide a detailed list of services they can deliver under the contract. The Scope of Work specifies that transformers picked up for salvage must be tested to determine rebuild or refurbishment feasibility, with multiple refurbishment options available ranging from paint and bushing replacement to complete core rewinding, subject to DME's final approval on the refurbishment level.
This RFQ is for an undefined scope of services, and pricing will not be solicited during the qualification phase; compensation will be negotiated per project once qualified contractors are selected. Contractors will be evaluated based on experience and qualifications (20%), past performance on similar projects (30%), ability to meet schedule and staffing (20%), communication and responsiveness (20%), and overall fit with City goals and objectives (10%), with contract awards made to the highest-ranked firm(s). The contract will include a total not-to-exceed amount for the entire term and must comply with all Federal, State, County, and City laws and regulations. All transformers must be built to attached standards, and DME retains approval authority over refurbishment levels and reserves the right to salvage unrepairable transformers for a percentage credit against contract value.
