About this file

This is a bid form for Request for Proposal (RFP) No. 902772 issued by Alameda County, California, for Foam Fire Suppression System Inspections, Maintenance, and Repair Services at the County's Household Hazardous Waste collection facility located at 2100 East 7th Street in Oakland. The County seeks a three-year contract with an option to renew for two additional years to provide comprehensive foam fire suppression system services. Required services include annual foam and wet system inspections with reports, annual foam system sampling and laboratory testing with reports, full containment and disposal of foam, water, and solution released during inspections and testing, and repair labor and materials on an as-needed basis. The bid form specifies that all line items must be priced; partial bids are not acceptable, and no alterations to the form are permitted.

The bid form establishes a structured pricing approach with separate rate categories for inspection services, repair labor, and repair materials across a three-year contract period. The estimated annual inspection cost includes materials at $750 in Year 1 with a subtotal of $2,250.00. Repair labor rates are requested on an hourly basis for three categories: normal business hours (Monday through Friday, 6:00 a.m. to 5:00 p.m.), after-business hours (Sunday through Saturday outside normal hours), and emergency callout service requiring on-site arrival within three hours, with estimated hours of 40, 16, and 8 respectively. Repair material rates include an estimated $5,000 for materials and $2,500 for equipment rentals, with Year 1 totals of $15,000.00 and $7,500.00 respectively. The grand total for all estimated costs is $24,750.00. All quoted costs must include taxes (excluding sales and use tax) and travel expenses, and represent the maximum amount the County will pay for the contract term. The County emphasizes that estimated quantities are for reference only and do not constitute a commitment to purchase those amounts.
