Section B: Description of the Supplies/Services Required

The Missile Maintenance Group (MMXG) has a requirement to purchase two (2) Dual Channel Pulse Generators (GP1552AH), as called out in Technical Order (TO) 11N-TRV5348-1, Table 2-2, Item 3. This requirement is in support of the Mk12A Arming and Fusing Assembly (AFA) that is part of the Minuteman III Missile weapon system.

Section C: Justification for Soliciting from a Single Source or Brand Name

The Missile Maintenance Group (MMXG) has a requirement to purchase two (2) Dual Channel Pulse Generators (GP1552AH), as called out in T.O. 11N-TRV5348-1. As part of the Intercontinental Ballistic Missile the Mk12A AFA's are refurbished and tested by the Air Force Material Command (AFMC) at Hill AFB in Building 100. The test stands that perform the AFA testing are known as the Low Frequency Instrumentation Console (LFIC). Currently MMXG has six test stands located at the depot. The LFIC operates on software developed by Lockheed Martin which was designed to work with the specific model of the pulse generator that is called out in the T.O.

Currently the Depot has two of these pulse generators, but one of them has failed and the other is showing signs of degradation. The test stands are currently on a three month calibration schedule (28 calibrations per year). If the remaining pulse generator fails MMXG will be unable to calibrate the LFIC stands and Mk12A production will be forced to a work stoppage.

Lockheed Martin was tasked in 2019 and 2020 to recommend several replacement options or upgrade paths. After months of research by both government engineers and Lockheed Martin engineers, Marvin Test Solutions (GP1552AH) pulse generator is the only pulse generator on the market that is compatible with 30+ year old coding and interfaces. The cost to upgrade LFIC's to make them competitive would cost upward of several million dollars each.

Section D: Efforts to Obtain Competition

The Government subject matter expert (SME) searched Internet sites to include, Google, GSA Advantage, Small Business Databases, and Government contacts. The dual pulse generators were found on GSA contract #GS-24F-0066M.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

It is anticipated that future purchases will still require a brand name name justification due to that it is called out in T.O. 11N- TRV5348-1 and the Government does not have the intent to replace or upgrade the stands based on the study by Lockheed Martin and the Government in 2019 and 2020 that found upgrading these would be cost prohibitive.
