MMXG Dual Pulse Generator

Hill Air Force Base, UT

(i) This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Government intends to award a sole source Purchase Contract to Marvin Test Solutions (CAGE 056D8), in accordance with FAR 13.501, and FAR 13.106 (b).

Refer to attached Sole Source Justification for further information. Interested parties may identify their interest capability by contacting the buyer/contracting officer identified in this solicitation.

This solicitation is issued as a request for quote (RFQ).

(iii) This solicitation document and incorporated provisions and clauses are in effect through Federal

Acquisition Circular 2020-05, effective 03Oct2021.

(iv) Description of item(s)/service(s) to be acquired:

This is an announcement to procure two (2) commercial off the shelf Dual Channel Pulse

Generator, HP 8160A Compatible ECCN 3A992.a Part Number GP1552AH. The Pulse

Generator is a critical component of the United States Air Force (USAF), Minuteman III

Intercontinental Ballistic Missile (ICBM) Reentry Vehicle support equipment.

(v) The anticipated CLIN of the resulting award will reflect:

• CLIN 0001 will be established on a firm fixed price basis.

• All proposals must indicate if the vendor can achieve delivery within 45 Days after receipt of contract. If this delivery is not practicable, vendors must propose an alternate delivery schedule.

Selection of awardee will include comparative analysis in accordance with FAR 13.106-2, Evaluation of

Quotations and Offers, giving value to: price; meeting specifications in product description; and, delivery within the specified time frame.

(ii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition.

b. Please indicate if the vendor can achieve delivery within 45 Days after receipt of contract.

c. All deliveries, shipments, and performance will be conducted in accordance with

Performance Specification dated 18 March 2021

(iii) 52.212-2: Evaluation -- Commercial Items

(a) The Government will award a purchase contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) Price

(ii) Technically Acceptable with the ability to comply with the Purchase Specification and the authority by the Cognizant Engineer to perform this service.

(b) Evaluation is on Lowest Price Technically Acceptable (LPTA) basis. All offers will be evaluated on their proposed Total Price. The contract will be awarded to the company with lowest price, which also fully meets all specifications. Only the lowest priced proposal will be evaluated for technical acceptability (to be based on the specifications). The next lowest offer will only be evaluated if the aforementioned offer is not found technically acceptable (and so on). Only one award will be made under this solicitation. Award will be conducted under the provisions of FAR Part 12, Commercial Items, and FAR 13, Simplified Acquisition Procedures.

Submit only written offers; oral offers will not be accepted. All firms or individuals responding must be registered with the System for Award Management (SAM).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the

Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(iv) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.

(v) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause.

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employeeemployer actions, contests of OMBC A-76 competition performance decisions).

PURCHASE SPECIFICATION

Pulse Generator Purchase Specification

1.0 INTRODUCTION

The work described herein is to procure two (2) commercial off the shelf Dual Channel Pulse Generator, HP 8160A Compatible ECCN 3A992.a Part Number GP1552AH-M3. These specs shall be used to procure, assemble, test, install, start up, qualify and document a Pulse Generator per the requirements that are contained in this document. The Pulse Generator will be used to align, calibrate, and validate test stands. The Pulse Generator is a critical component of the United

States Air Force (USAF), Minuteman III Intercontinental Ballistic Missile (ICBM) Reentry

Vehicle support equipment. The Pulse Generators currently being used are failing to calibrate and are failing to perform as required. Two new Pulse Generators will be procured and used in

Bay K of Building 100 at Hill Air Force Base, Clearfield, Utah.

2.0 REFERENCE DOCUMENTS

IEEE-488.2 IEEE Standard Codes, Formats, Protocols, and Common Commands for use with

IEEE Std.

3.0 PERFORMANCE REQUIREMENTS

The High Level Objectives for this project include replacing the current Pulse Generators with two new Commercial off the shelf Pulse Generators.

3.1 Functional

3.1.1 The Pulse Generator design shall be 100% form, fit, and function compatibility with

Hewlett Packard 8160/8160A.

3.1.2 Dimensions shall not exceed 3.5" H x 8.4" W x 18" L (8.9 cm x 21.3 cm x 45.7 cm) without rack mount attachments.

3.1.3 Pulse Functions

3.1.3.1 Single: One Pulse at each selected period up to 50 MHz rate.

3.1.3.2 Double: One pair of pulses at each period up to 25 MHz repetition rate. Both pulses have the same selected width; the position of the second pulse shall be able to be set by a delay control.

3.1.4 Operating modes

3.1.4.1 Continuous mode shall provide continuous output at a programmed period rate

3.1.4.2 Triggered mode shall output quiescent until triggered by an internal, external, GPIB, or manual trigger, then generate one cycle at the programmed periodic rate.

3.1.4.3 Gated Mode shall perform as triggered mode with the exception pulses are active for the duration of the gated signal; once the gate deactivates the last waveform’s period continues to completion.

3.1.4.4 Burst mode shall perform as triggered mode. Output is active for a programmed number of cycles from 2 to 999,999. Set by the N Burst function.

3.1.4.5 External Width mode shall trigger duration and rate sets pulse width and repetition.

3.1.5 Timing Characteristics

3.1.5.1 Where Period is common to both channels

3.1.5.1.1 Range of a single pulse shall be 20 ns to 10 s (50 MHz – 0.1Hz repetition rate).

3.1.5.1.2 Range of a double pulse shall be 40 ns to 10 s, paired pulse per period mode (25 Mhz

– 0.1 Hz repetition rate).

3.1.5.1.3 Resolution shall be up to 6 digits, limited to 0.1 ns.

3.1.5.1.4 Accuracy shall be max ±1% of setting, ±1 ns, measured at 50% point of rising edge of sync pulse.

3.1.5.1.5 Jitter shall be = 0.1% of setting + 50 ps, decreasing to 0.01% on slowest range

3.1.5.2 Where Width is independent for each channel

3.1.5.2.1 Range of a single pulse shall be 10 ns to 9.99999 s limited by 8 ns off time.

3.1.5.2.2 Resolution up to 6 digits limited to 0.1 ns.

3.1.5.2.3 Accuracy shall be max of ±2% of setting, ±2 ns measured at 50% point of leading and trailing edges, set to fastest transition time (±2 V).

3.1.5.2.4 Jitter shall be = 0.1 of setting + 50 ps decreasing to 0.005% on slowest range.

3.1.5.2.5 External width shall be able to be determined by the external trigger level and the slope setting.

3.1.5.3 Where Delay is independent for each channel

3.1.5.3.1 Range 0 ns to 9.99999 s, limited by 8 ns off time.

3.1.5.3.2 Resolution up to 6 digits limited to 0.1 ns.

3.1.5.3.3 Accuracy shall be max of ±2% of setting, ±2 ns measured at 50% point of leading edge of sync to 50% point of leading edge of output set to fastest transition time (±2 V).

3.1.5.3.4 Jitter shall be = 0.1 of setting + 50 ps decreasing to 0.005% on slowest range.

3.1.5.4 Where Duty Cycle is independent for each channel

3.1.5.4.1 Range 1 to 99% duty cycle may be programmed with duty function key or through

GPIB function key or through GPIB in single pulse per period mode.

3.1.5.4.2 Resolution 3 digits (0.1%).

3.1.5.4.3 Accuracy will be limited by pulse and width accuracy.

3.1.6 Output Characteristics

3.1.6.1 Amplitude shall be independent for each channel

3.1.6.2 High Level Range shall be between -19.90 V to +20 V. While on a 1kO source impedance, shall be able to source above -10 V and below -10 V.

3.1.6.3 Low Level Range shall provide between -10 V to +9.90 V to a 50 O load.

3.1.6.4 Amplitude Range shall be 0.1 v to 10 Vpp into 50 O load (20 Vpp maximum into an open circuit).

3.1.6.5 Resolution shall be 3 digits limited to 10 mV.

3.1.6.6 Accuracy ±1% of level setting, ±2% of pk-pk amplitude, ±50 mVinto 50 O load.

3.1.6.7 Aberrations shall be = 5% + 50 mV into 50 O load for pulse levels between ± 5 V.

3.1.6.8 Output Impedance shall be 50 O ± 2%, 1 kO (high level range).

3.1.6.9 Mode shall have Normal / Compliment available.

3.1.7 Transition Times (Independent for Each channel)

3.1.7.1 Range shall be = 6 ns to 25 ms variable, measured at +5 V to ±2 V and -5 V to -2 V.

Leading and trailing edges settable separately and limited to a 20:1 ratio between settings within the following ranges: 6 ns - 100 ns, 50 ns - 1 µs 500 ns - 10 µs, 5 µs - 100 µs 50 ns - 1.0 µs, 500 µs - 10 ms, 10.1 ms - 25 ms.

3.1.7.2 Resolution shall be 3 digits limited to 0.1 ns.

3.1.7.3 Accuracy shall be ±5% of setting ± 2 ns.

3.1.7.4 Linearity < 5% deviation from a straight line between 10% and 90% points.

3.1.8 Internal Trigger

3.1.8.1 Repetition Range shall be 100 ns to 100 s.

3.1.8.2 Resolution shall be 4 digits limited to 100 ns.

3.1.8.3 Accuracy shall be 0.1% ± 1 ns.

3.1.8.4 Jitter shall be = 0.1% of setting + 50 ps.

3.1.9 Inputs and outputs

3.1.9.1 Trigger input sensitivity shall be 150 mVpp (minimum); DC to 50 MHz.

3.1.9.2 Minimum width shall be 10 ns; 250 mV required for triggering.

3.1.9.3 Maximum rate shall be 50 MHz.

3.1.9.4 Input Impedance shall be 1 MO ± 5%.

3.1.9.5 Input Protection shall be ±15 V DC plus peak AC.

3.1.9.6 Range shall be selectable from 9.99 V.

3.1.9.7 Resolution 3 digits limited to 10 mV.

3.1.9.8 Accuracy shall be ±5% of setting ± 25mV.

3.1.9.9 Slope selection shall be Positive or Negative; for triggering and for gating, respectively.

3.1.9.10 Counted burst shall be from 2 – 999,999 cycles per burst.

3.1.9.11 Sync output shall be a TTL level pulse at the programmed period rate of the generator’s output. A 50O output impedance, shall be used against short circuit and up to ±15 V accidental input. The high level is =2 V into 50 O. 3.5 ns typical transition.

3.1.10 General requirements

3.1.10.1 Power requirements shall be 90 V – 256 V; 48 -66, 70 VA max

3.1.10.2 Memory shall be non-volitile and store up to 99 complete panel settings. Las user setup is retained at power down.

3.1.10.3 Weight shall not exceed 10 lbs for non-rack mounted configuration.

3.1.10.4 Dimension requirements are given in section 3.1.2.

3.1.10.5 Operating temperature shall be able to fully operate in the temperature range 32 °F –

122 °F (0 °C to +50 °C).

3.1.10.6 Humidity shall be able to fully operate within the following ranges:

95% RH, 0 °C to +30 °C, 75% RH to +40 °C, 45% RH to +50 °C

3.1.10.7 Pulse generator shall be CE labeled.

3.1.10.8 Calibration interval shall be between 6 and 18 months.

3.1.10.9 Warm up time shall not have a required warm up time that exceeds 25 minutes.

3.1.11 Interface requirements

3.1.12 Interface shall offer a GPIB interface.

3.1.13 Internal shall be IEEE-488.2

3.1.14 Address shall be front panel selectable and range from 0-30.

3.1.15 Documentation requirement

3.1.15.1 End user manual shall be made available in both digital and print options.

3.1.15.2 User Calibration operations shall be provided if needed.

3.1.15.3 PMEL calibration cycle recommendation shall be provided if needed.
