The certification document establishes the legal framework governing lobbying activities in connection with federal funding. The form requires the contracting company to certify that no federal appropriated funds have been or will be paid to influence federal agency officials, Members of Congress, or their employees regarding the awarding of this federal contract or any related modifications or extensions. If non-federal funds are used for lobbying contacts, the contractor must complete and submit Standard Form-LLL, "Disclosure Form to Report Lobbying," in accordance with federal guidelines as amended by the Lobbying Disclosure Act of 1995.
