B. Solicitation Page 13, Clause 52.222-42 Statement of Equivalent Rates for Federal Hires. (May 2014) is replaced with the attached revised page.
C: The due date for receipt of proposal(s) is hereby extended to 02 August, 2018, 2:00 PM Local Time.
D. Below is a continuation of responses to questions received related to Solicitation 89503118RWA000001.
Q124: Per the PWS 3.15.1 Item G. Flag ROW boundaries and/or special features (e.g. biological, cultural, water resources, sediment sources along access roads, endangered plants and animals, etc.) within the project area for avoidance and/or visual reference. This task might require the use of Global Positioning System (GPS) equipment for assistance in locating special resources within the project area.
Does the Government provide the GPS equipment task G might require?
How is G currently accomplished?
Is an Application on a cell phone acceptable to the DOE for task G?
A124: No, the contractor will need sub-meter procession. Current contractor uses IPADs to accomplish this. The cell phone may not have this capability.
Q125: Per the PWS 3.13.2, the Contractor shall furnish all equipment required for Construction
Inspection Support performed in accordance with the PWS. All equipment shall comply with applicable OSHA/ANSI guidelines and shall be in good operating condition. The Contractor shall operate the equipment in accordance with the original manufacturer’s recommendations and applicable laws and regulations. The following equipment is required: D. Copier/printer with 11” x 17” paper capability. How will we be reimbursed for the toner cartridges, paper and other supplies needed for the copier/printer?
A125: The Fixed Price CLIN shall include all cost not specifically mention as cost reimbursable.
Q126: Reference A11 of amendment 0001. As stated, please provide the current staff’s years of service by each labor category.

Q127: We request that the government strongly consider a not-to-exceed amount for all ODCs in order to have equitable bidding criteria that does not favor the incumbent contractor, since the incumbent already has the vehicles, materials and all equipment. Or will the government consider having offerors bid ODCs separately and the government NOT evaluate the cost of ODCs when evaluating and comparing price proposals.
A127: The Fixed Price CLIN shall include all cost not specifically mentioned as cost reimbursable.
Q128: What are the exact make, year, model, and accessories for each of the 9 vehicles? (Model year, and additional accessories, i.e., bucket trucks, utility beds, etc., can make a huge difference in pricing).
A128: The government does not record or retain this information.
Q129: In Amendment 1, Answer A8 – “Sections 3.10 and 3.11 have been removed and two additional positions have been added to Section 3.9.”
a. Are offerors no longer expected to propose a Lead or Supervisor for the CAD group?
b. Those two positions require additional skills including, training CAD designers and Engineering Techs, CAD Server drawing records retrieval, and CAD system administration.
Are those services no longer required under this contract?
A129: References to PWS 3.10 and PWS 3.11 have been removed.
Q130: Reference A109 of amendment 0001 – “Program Manager is listed as a separate position”. It is not listed in 3.0 with the other labor categories.
a. Should it be?
b. Is it not listed because it is now an exempt position?
A130: No, detailed in 1.5.5 and yes will be an exempt position.
Q131: RE: Attch_A_PWS_Revisions_Tech_Services_July_12_29/ 1.5.5.Special Qualifications A: “The
Contractor shall appoint an on-site Program Manager (PM) and an Alternate PM who shall be responsible for overall management and supervision of assigned Contractor personnel. The PM will be designated as a full time position. The Alternate PM will have collateral duties assigned to a specific PWS position and will represent the PM when he/she are not available.” By “appointing” a Program Manager, are offerors to assume we should choose someone already on the contract to appoint/offer as PM? Only the incumbent would know who on the current staff would qualify for that post, and yet all bidders are required to propose a PM and include a resume and commitment letter. As was requested during the last Q&A session, we too, request that a PM resume NOT be required in proposals, but instead that the government allow bidders to notify the government after award the names and qualifications of the PM and Alternate as stated in 1.5.5. B “The names of the PM and Alternate PM shall be designated in writing to the CO and COR prior to commencement of work”.
A131: The Project Manager is considered a key position and resume will have to be submitted with proposal.
Q132: Since final questions are due on July 17th, we respectfully request an extension of the proposal due date to accommodate any changes that might need to be made to proposals after receipt of answers to any additional questions.
A132: See Above.
Q133: Reference Amendment 1 A66 “Typical applicators use 2-ton Flatbed trucks with 2 hose reelers and mix tanks on the back”, please give an example of a model of truck that is typically used for this purpose? What is the required Gross Vehicle Weight Requirement of this vehicle? (GVWR).
A133: Reference PWS 3.17.1.J.
Q134: 52.222-42 Statement of Equivalent Rates – Mechanics, Heavy Equipment and Vehicles. Which PWS section includes Mechanics, Heavy Equipment and Vehicles employment class?
A134: Position 3.18
Q135: 52.222-42 Statement of Equivalent Rates - Do the monetary wages include fringe benefits?
A135: No, the page has been revised.
Q137: Amendment 0001, A16 specifies position locations. PWS Section 3.9: How many of the seven
(7) contractor employees are located in Clark County, NV?
A137: 1
Q138: We request the government grant a week extension to allow time for questions to be answered and revisions incorporated.
A138: See above.
Q139: Item A of Amendment 0001 (page 2) says, “Changes include the removal of positions related to
Section 3.10 and 3.11, and increases the positions related to Section 3.9 to seven.” The PWS was updated to include the word “RESERVED” at the beginning of 3.10 and 3.11, but the details for these positions remain in the updated PWS. Please confirm that the Government is NOT expecting offerors to include costs associated with these two positions in the price proposal.
A139: The remaining info related to the 3.10 and 3.11 has been removed.
Q140: A107 in Amendment 0001 (page 17) says, “The evaluation of all proposals, even multiples from one company will be evaluated independently of each other using evaluation criteria provided in the solicitation.” For companies interested in providing multiple offers, would the Government prefer a separate Technical and Pricing volume for each, or can the multiple offers be described as discrete options in a single submission that includes the two volumes?
A140: Any offer would be considered a standalone offer and shall include all required of the solicitation.
Q141: Amendment 1 A119: It is up to the contractor to determine costs for this based on the specifications and include that cost in the fixed price. The average mileage is 18,000 per year. Is the 18,000 mile average per year, a combined mileage of all 9 vehicles? Would the total number of miles driven for all 9 vehicles be 162,000 miles?
A141: The 18000 is per vehicle.
Q142: RE: Attch_A_PWS_Revisions_Tech_Services_July_12_20, 1.5.5. Special Qualifications:
Administrative Considerations/Management and Oversight. C. “Managerial experience in supervising the scope of activities which encompasses at all categories identified in the PWS.
The PM and Alternate shall have demonstrated history of progressively more responsible and diverse supervisory and managerial experience commensurate with the scope of activities identified for each of the technical and/or professional labor categories identified in the PWS.”
Please confirm that the “categories” in the first sentence are labor categories?
If this refers to all of the labor categories found in the PWS, or even the many different functional areas of the PWS, there would only be one person on the planet that has the experience encompassing ALL the diverse labor categories or functional areas in the PWS: from computer operators and engineering techs to herbicide applicators and foresters. That person is the incumbent Program Manager. Again, this experience requirement would give an advantage to the contractor who currently employs that PM. To make the proposal effort a level playing field, we request that offerors not be required to submit a resume for the PM, but rather provide the name of the PM for approval, after award.
Please note that the first paragraph under C conflicts with the “Qualifications” requirements under C. at (4) “Minimum of 5 Years of progressive Supervisory Managerial. Preferred but not required in the power industry in project management in construction or technical project management support.”
A142: Refer to answer A131 above.
Q143: Q1, With the exception of the applicators, when the contractor’s vehicles are not out in the field, can they be parked at the WAPA Desert Southwest Office? (Example: weekends, nights, holidays)
A143: Yes, as long as the vehicle are in good order.
Q144: Even though we cannot bill for the drive home, is it the expectation that the employees drive the vehicles home when it is logistically closer to the planned field work?
A143: This would be at the contractor discretion.
