Synopsis

Solicitation/Contract Number: 89303420QEM000001

Title: DOE EM Los Alamos Field Office – Administrative Support

Description:

The Department of Energy (DOE), Environmental Management Los Alamos Field Office (EM- LA) intends to issue a sole source award to Waste Control Specialists, LLC (WCS), to continue the on-going provision of administrative support for the transportation and storage of nuclear waste. DOE previously contracted the services from WCS directly through task order (DE- EM0005118) which recently expired. As these services support nuclear waste stored by WCS, DOE plans to issue a contract directly with WCS in order to prevent an interruption of support.

The objective of this award is for the Contractor (WCS, LLC) to support the DOE in the development of the path forward for the transportation and ultimate disposal of this waste at WIPP. This procurement is also for the purpose of having the Contractor support regulatory meetings, interpretation of requirements, and other ancillary activities regarding the CH-TRU or GTCC waste. This procurement does not cover (1) storage of the waste, which is the subject of task order number DE-EM0005117; nor (2) implementation of resolution plans (e.g., for processing and disposal).

It should be noted that the path forward performed by DOE may include a range of options to be considered and will provide the technical basis for future activities that may include design, operational services and/or equipment. It may require a combination of transportation, construction, permitting and capital projects. The proposed options for disposal of this TRU waste are:

• Stabilize the waste at WCS for onsite treatment, packaging, re-certification, and disposal at WIPP;

• Stabilize the waste at WCS before shipping drums to another DOE site for treatment, packaging, re-certification, and disposal at WIPP;

• Ship the waste directly to LANL with no treatment at WCS;

• Ship the waste directly to WIPP for disposal.

The Contractor shall provide technical support to the DOE to evaluate all options for the waste stored at the WCS facility. The Contractor shall also provide input to the DOE on the safety and regulatory compliance for all alternatives. The current list of alternatives are listed below:

a. All the alternatives evaluated, including pros/cons and the corresponding estimated schedule and costs of each alternative;

b. An analysis of each alternative’s potential to most efficiently accomplish the transportation, handling, opening, extraction, examination and treatment as applicable of the TRU waste stored at

WCS;

c. Innovative ways to accomplish any identified facility modification within shorter timeframes and/or at less cost;

d. Innovative ways to minimize impacts to the current operations of the WCS facility; and,

e. A finalized functional requirements document for the selected option(s) specific to the WCS facility;

• A list of applicable codes, standards, and regulations.

• A set of drawings, as applicable, with appropriate detail.

The Contractor shall specifically support the development for path forward by:

a. Providing site, licensing, permitting, and technical requirements to operate the WCS facility;

b. Inputting information related to engineering, design, and material processing flows for the Type 1, 2, and 3 wastes stored at the WCS facility;

c. Discussing nuclear and occupational safety input for execution of the various options at the WCS facility; Providing information and documentation on the operational steps necessary to stage equipment, open containers, provide examinations, and reseal containers;

d. Performing an initial document review of the current waste status at WCS and other documents provided by DOE;

e. Exchanging requested information with DOE and its DOE Feasibility Contractor to support the feasibility study;

f. Explaining any potential innovations to accomplish needed facility modifications that details time and cost savings, as well as innovations to minimize impacts to the current WCS operation of the facility;

g. Supporting the outline of a regulatory framework that addresses key milestones for permits or orders, and federal, state, and local regulatory agency or agencies modification and review requirements;

h. Providing strategic input to the regulatory envelope and stakeholder environment as it relates to waste management for safe and timely disposition of the LANL waste at WCS;

i. Supporting a plan for key stakeholder input and as applicable approval from Texas Commission on Environmental Quality (TCEQ), Nuclear Regulatory Commission (NRC) Region IV), Environmental Protection Agency (EPA) Region 6, DOE, WCS, and appropriate state and local officials; and,

j. Supporting the development of detailed presentations summarizing the results of the efforts to date, providing recommendations and the rationale behind each, and describing any risks the contractor may foresee moving forward (DOE may invite key stakeholders to attend these briefings).

The Contractor shall provide subject matter expert(s) and other personnel to support the regulatory permitting and environmental operating envelope required for the WCS facility and to support WCS response to the waste that is the subject of the Agreed Orders. This effort includes but is not limited to preparation of documents and review of environmental permits, interpretation of requirements, and strategies for gaining regulatory approvals. The Contractor shall comply with the Agreed Orders, and with any additional orders or requirements from its regulators regarding the waste that is the subject of the Agreed Orders. These activities are associated with LANL waste at WCS.

The proposed contract action is for services for which the DOE intends to solicit from a single source under the authority of FAR 13.106-1(b).
