About this file

This document is an Invitation to Bid (ITB) No. 862-26 issued by the Ohio Department of Transportation (ODOT) for a statewide, term contract for Ready-Mix Concrete. The invitation is exclusively set aside for Minority Business Enterprise (MBE) bidders certified by the State of Ohio's Department of Administrative Services, Equal Opportunity Division, and is designed to establish a contract for concrete deliveries across multiple Ohio counties in Districts 1-12.

The contract will remain effective from the date of execution through March 31, 2026, with a minimum order quantity of 3 cubic yards. Bidders must provide two net unit pricing tiers based on delivery distance: one for hauls less than or equal to 15 miles, and another for hauls between 15-30 miles. Delivery is required within 24 hours of order notification, and all concrete must meet ODOT Construction and Materials Specifications. Concrete plants must have an established AASHTOWare Project (AWP) code and be approved by ODOT's Office of Materials Management. The contract allows for purchasing outside the agreement for orders less than 5 cubic yards, and includes specific requirements for concrete mix designs, including low-strength concrete, mortar, fast-setting concrete, and flowable grout mix specifications.
