Summary of DOC Department of Corrections Supplemental Guard Services Solicitation
This is a sealed bid Invitation for Bid (IFB) issued by the District of Columbia Office of Contracting and Procurement on behalf of the Department of Corrections for supplemental guard services at three facilities: the Central Detention Facility (CDF), Correctional Treatment Facility (CTF), and Ready Center. The contractor must provide security and inspection services for staff entrances and loading docks with trained security officers, supervisory personnel, and management oversight. Services are required across multiple shifts throughout the week, with estimated annual hours ranging from 2,080 to 26,280 hours per position depending on assignment and shift schedule. The solicitation deadline for offer submission is 2:00 PM on September 9, 2026, via electronic submission through Ariba E-Sourcing. The base contract period is 12 months from the award date, with four optional one-year renewal periods available, allowing for a maximum contract term of five years. Site coverage includes three shifts daily (2300-0730, 0700-1530, 1500-2330) at the CDF and CTF staff entrances, one shift at each loading dock (0600-1430), and one shift at the Ready Center (0800-2000), with one site supervisor and two assistant supervisors assigned to cover all three facilities.
This procurement is designated as a Small Business Enterprise (SBE) set-aside, requiring all bidders to be certified as small in NIGP Code 9904604 (Security Officer Services, Building) to be eligible. The contract uses a requirements-type structure with firm fixed hourly rates; contractors must provide hourly rates for each line item, and the total contract value will be calculated based on estimated annual hours. Security officers must meet minimum qualifications including being 21 years old, holding a high school diploma or GED, possessing a valid District of Columbia security officer license, passing a background check and drug screening, and demonstrating tuberculosis testing within the previous six months. The contractor is responsible for all employee compensation, benefits, worker's compensation, and taxes. A mandatory 35% subcontracting requirement to certified small or disadvantaged business enterprises applies if the contract exceeds $250,000. For contracts valued at $300,000 or more, the contractor must enter into a First Source Employment Agreement with the Department of Employment Services, ensuring at least 51% of new hires are District residents. The contractor must comply with Department of Labor wage determinations (Wage Determination No. 2015-4281, Revision 38, dated July 30, 2026) and the District's Living Wage requirements. The District will provide body-worn cameras, two-way radios, and security screening equipment; the contractor must supply all other necessary equipment and communications devices. The contractor must submit comprehensive management, quality control, and transition plans within specified timeframes, maintain detailed personnel and medical records, and provide daily accountability reports confirming post coverage by 6:00 AM and complete incident documentation within two hours of occurrence.
