About this file
This is a technical specifications document prepared by Montgomery County Department of Assets and Infrastructure for the replacement of Montgomery County Bridge No. 172 (Swamp Pike) over Minister Creek in New Hanover Township, Montgomery County, Pennsylvania. The project involves demolition of the existing structure and construction of a metal arch culvert on reinforced concrete strip footings, maintaining similar horizontal alignment. The contractor must complete all work within one hundred eighty (180) calendar days from the Notice-To-Proceed and must commence work within fourteen (14) calendar days of that notice. Bidders are required to be PennDOT pre-qualified in applicable work classes and must submit both unit and total prices for each bid item. The specification references numerous standard construction items including clearing and grubbing, excavation classes, asphalt paving courses, reinforced concrete pipe, and various endwall and inlet components per PennDOT Publication 408 specifications. A pre-bid site visit is recommended for all bidders to familiarize themselves with project conditions.
The contractor must obtain all required federal, state, and local permits and coordinate extensively with utility companies including First Energy Corporation (electric poles), UGI Utilities (gas line relocation), and New Hanover Township (sewer and water). Performance, payment, and labor and material bonds in amounts equal to one hundred percent (100%) of the contract sum are required from a surety approved by the U.S. Treasury Department. The contractor must maintain commercial general liability insurance of $1,000,000 per occurrence/$2,000,000 general aggregate, workers' compensation at Pennsylvania statutory levels, and name Montgomery County as an additional insured. The successful bidder must comply with prevailing wage requirements, PennDOT Publication 213 traffic control guidelines, and all erosion and sediment control requirements. Liquidated damages will be assessed if work is not completed within the contract period, though excusable delays for acts of God, government actions, or unforeseen circumstances beyond contractor control may warrant time extensions. All work is warranted against defects in workmanship and materials for one (1) year from acceptance by the County.
