SECTION C: DESCRIPTION/SPECIFICATION/WORK
STATEMENT
C.1 BACKGROUND AND GOALS
The Consultant shall provide Construction Management support services and related services to carry out inspection and supervision of construction activities at the Project and evaluate construction problems for DDOT in the construction of the Project.
General services will be assigned on an as‐needed basis, which shall define the scope of work and expected outcomes. The Consultant will be required to visit assigned locations accompanied by the DDOT’s CA, or his/her designee, to verify the scope of work prior to the issuance of The Contract. The Consultant shall provide a fixed price for the assigned work using negotiated labor rates, equipment usage and other needed services, as well as a schedule for completing the services.
The intended construction work for Benning Rd Bridges and Transportation Improvement project, from Minnesota Avenue to 34th Street NE, generally consists of replacing the functionally obsolete Willie J. Hardy Bridge over DC-295 (Anacostia Freeway) and CSX freight rail tracks as shown on the contract plans and indicated in the specifications/ Special provisions. Additionally, the project aims to improve vehicular safety and access through modifications of the Benning Road NE and DC-295 interchange. The installation of enhancement of pedestrian and bicycle facilities are also part of the project. Moreover, the work also includes relocating utility infrastructure in the Benning Road/DC-295 interchange area, by utility companies, in coordination with Pepco, Washington Gas, Verizon, DC Water, and other utility companies.
The project implements a multi-phase of construction that utilizes complex and innovative methods to improve pedestrian and vehicular safety, traffic operations, address deficiencies in infrastructure, and provide additional transit options to Wards 5 and 7 residents and the traveling public. The project replaces the interchange at DC-295 and Benning Road and improves the roadway, pedestrian, and bicycle safety throughout the project area. This was accomplished through different sub-phases of multiple complex structures, including designing three new ramp bridge structures that connect to the Willie J. Hardy Bridge. The innovative design addressed unique and complex challenges in an urban setting along with proactive coordination with many stakeholders, including CSX, WMATA, utility companies, and the local residents. The construction uses creative methods, such as the utilization of Modular Prefabricated Superstructure Systems to address vertical clearance issues and micro tunneling to minimize impacts to existing utilities to deliver efficiently. These corridor improvements are vital for vehicle and pedestrian traffic around the future Commanders Stadium.
The work will be performed within the DDOT existing right-of-way as well as on temporary and permanent right-of-way easements. The Consultant shall comply with the requirements of this contract including all third-party agreements made during the design of the project. The Consultant shall record all the communications with the property owners, notify the property owners in advance of the start and end date of the work and follow up the payments made by the contractor.
DCKA-2026-Q-0136 Page 5 of 83

All maintenance of traffic shall be coordinated with work being done on other projects which may be under construction in the vicinity.
The desired outcome of this RFQ is to retain the services of an experienced and qualified consulting firm, that provides the best value, to perform Construction Management services, under the direction of the Contract Administrator (CA) of the DDOT’s Infrastructure Project Management Administration.
