Limited Sources/Sole Source Rationale For all Requirements under SAT

Upon the basis of the following justification, I, as the Contracting Officer, hereby approve this limited source justification for the proposed contract action pursuant to the authority cited above as the particular product and service is essential to the Government's requirements, and market research indicates other companies' products or services do not meet, or cannot be modified to meet, the agency's needs.

4. Description of Action: This effort is required because existing proximity keypads are failing and replacements are no longer manufactured nor is bench stock available through any approved source. In order to maintain DoD SCIF requirements as put forth in the DoD 5105.21 SCIF Administration Manual, the Intelligence Community Directive (ICD) 705 Technical Specification, and the Unified Facilities Criteria (UFC) 4-010-05, the SCIF must be equipped with approved Intrusion Detection System (IDS). As a tenant on Fort Huachuca (FH), JITC is required to utilize the FH Military Police as guard force response, and therefore must use the Army’s Integrated

Commercial Intrusion Detection System (ICIDS). DAQ Electronics is the Army’s sole vendor and we must use their proprietary equipment and software. Without working proximity keypads, authorized personnel are not able to enter/exit JITC SCIFs unless a Special Security Representative (SSR) manually controls the doors with a key to allow entry/exit. This is not a practical solution and cannot be sustained as it prevents the SSR from carrying out their day-to-day duties. This is also not a best practice as two-part authorization is the standard (proximity badge and a unique PIN) for SCIF operations, and automatically tracks movement of personnel. This effort does not parallel efforts on any current or prior contracts, task orders, or other agency activities. Requested work does not relate to work already accomplished or ongoing through other vehicles.

Market Research: In order to maintain DoD SCIF requirements as put forth in the DoD 5105.21 Sensitive Compartmented Information Facilities (SCIF) Administration Manual, the Intelligence Community Directive (ICD) 705 Technical Specification, and the Unified Facilities Criteria (UFC) 4-010-05, the SCIF must be equipped with approved Intrusion Detection System (IDS). As a tenant on Fort Huachuca (FH), JITC is required to utilize the FH Military Police as guard force response, and therefore must use the Army’s Integrated Commercial Intrusion Detection System (ICIDS). DAQ Electronics is the Army’s sole vendor and we must use their proprietary equipment and software. DAQ Electronics provides a list of Value Added Resellers (VARs) on their website which indicate which companies are certified to install/maintain/repair their equipment and software. Each company’s entity information was reviewed on SAM.gov. DAQ Electronics proprietary equipment and software must be used to remain in compliance with DoD regulations as stated above, but there are multiple companies who are certified to provide services.

Based on current market research, dated June 2023 through August 2023, utilizing DAQ Electronics certified equipment (Local Controllers) and software are the only allowed product to fulfill the Government’s requirement.

Based on the justification provided by the Joint Interoperability Test Command, a determination has been made to solicit DA! Electronics from authorized resellers for the above-described requirement.
