PHA Vacant Property Clean Out Services
This is a Scope of Work document issued by the Philadelphia Housing Authority (PHA) in Pennsylvania for vacant property clean out services. The PHA seeks proposals for the comprehensive clean out of vacant residential units across scattered and conventional sites throughout Philadelphia, with unit types ranging from efficiency apartments to six-bedroom residences. The services encompass the removal of all personal property, debris, and refuse from vacant units, preparation of units for re-occupancy or demolition, and proper disposal or donation of salvageable items in compliance with environmental and safety regulations. The scope requires contractors to coordinate with PHA staff, provide detailed labor and equipment specifications, maintain comprehensive documentation of work performed, and adhere to all local, state, and federal regulations including environmental compliance and proper waste management protocols.
The contract pricing is to be determined through the proposal process, with costs submitted on a per-unit basis or as a comprehensive fee schedule. The work must address potential hazardous materials, including asbestos and lead-based paint, with appropriate containment and disposal procedures. Contractors must provide evidence of proper licensing, insurance coverage, and experience with similar municipal housing authority projects. The contract term and specific unit quantities, along with response deadlines and site visit requirements, are contingent upon PHA's formal solicitation timeline and evaluation criteria. All work must comply with Philadelphia Building Code standards, PHA operating procedures, and applicable prevailing wage requirements for municipal contracts in Pennsylvania.
