About this file
This is a Bid Proposal and Contract document from the Virginia Department of Transportation (VDOT) for bridge rehabilitation work on Route 395 in Arlington County. The project involves bridge rehabilitation extending 1.66 miles north of Route 120 to 0.68 miles south of Route 110 in the Northern Virginia (NOVA) district. The contract encompasses extensive structural repairs and maintenance work including bridge deck grooving, concrete patching, bearing replacement, partial beam/girder replacement, waterproofing, pavement marking, guardrail work, and traffic control measures. The bid was submitted on Wednesday, July 22, 2026, at 10:00 AM through the electronic bidding platform Bidx. The project completion date is set for October 29, 2028, with a substantial completion incentive/disincentive structure offering $2,000 per calendar day for completion before September 14, 2028 (capped at $60,000), or a $2,000 per day desincentive for delays after that date (capped at $60,000). The contract requires prequalification, adherence to Virginia Department of Transportation specifications, and compliance with all provisions outlined in the proposal documents.
Bidders must submit a five percent bid bond and comply with prevailing wage requirements established by the Department of Labor, with wage rates ranging from $13.64 per hour for flaggers to $36.85 per hour for electricians, plus applicable fringe benefits. The contract is federally funded and subject to FHWA Form 1273 requirements, Davis-Bacon Act provisions, equal employment opportunity mandates, and nondiscrimination requirements. Contractors must include detailed subcontractor/supplier solicitation forms and vendor surveys with their bids. Optional fuel adjustment and steel price adjustment provisions are available for eligible bid items. The contract includes security requirements for portable changeable message signs, environmental protections for nesting birds and bat species, and specific traffic control measures including truck-mounted attenuators and temporary pavement markings. The document specifies the use of approved materials and manufacturers, with detailed specifications referencing Virginia's 2020 Road and Bridge Specifications and 2016 Road and Bridge Standards. Award notification will be issued via ballot posted on VDOT's bidding webpage within 60 days of bid opening.
