About this file

This is a Bid Proposal and Contract document issued by the Virginia Department of Transportation (VDOT) for a Smart Scale Roundabout construction project on Route 40 in Nottoway County. The project encompasses roundabout construction extending from 0.046 miles west of Route 750 to 0.063 miles east of Route 750. Bids are due electronically through Bidx on May 27, 2026, at 10:00 AM, with contract completion required by December 3, 2027. The project includes extensive drainage infrastructure, pavement work, utility installations, erosion control, signage, and landscape improvements. Notable bid items include approximately 5,919 cubic yards of borrow excavation, 2,076 tons of aggregate base material, 3,005 tons of asphalt concrete in various mixes, 546 square yards of hydraulic cement concrete, drainage pipe installation, curbing and guttering, water main installation (totaling approximately 530 linear feet across various sizes), temporary and permanent pavement markings, environmental protection measures for contaminated groundwater and soil, and extensive temporary traffic control measures including 5,280 hours of flagger service and 3,360 hours of truck-mounted attenuator service.

Pricing is based on unit prices submitted by bidders for each line item, with the bid total representing the cumulative cost of all items. The project is federally funded through FHWA STP-067-4(037) funding and subject to Davis-Bacon prevailing wage requirements, with specific wage rates mandated for various trades including laborers, operators, and flaggers. A five percent bid bond is required as a proposal guaranty. Fuel adjustment, steel price adjustment, and asphalt price adjustment provisions are available as optional adjustments if selected by the bidder. Contractors must comply with extensive federal and state requirements including EEO standards, DBE participation, nondiscrimination provisions, and security requirements for portable changeable message signs. Prequalification is required, and joint venture proposals must include a letter describing each firm's responsibilities and maximum capacity pledge.
