About this file
This is a Scope of Work document for the City of Chesapeake, Virginia, detailing inspection and evaluation services for the municipality's storage tank infrastructure. The City seeks qualified bidders to establish a contract for comprehensive inspection of all elevated and ground storage tanks serving potable and non-potable water systems. The scope encompasses tanks within the Department of Public Utilities' public water distribution system, as well as water treatment process tanks and production basins located at the City's two water treatment plants. The contract is being solicited on a revised bid-by-lot basis, allowing bidders to respond to specific tank categories or the complete range of inspection services.
The document establishes the technical requirements and evaluation criteria for contractor qualifications, inspection methodologies, reporting standards, and deliverable specifications necessary to assess tank structural integrity, coating conditions, and operational functionality. Bidders must demonstrate expertise in industrial tank inspection, relevant certifications, and experience with both potable and non-potable water system components. The revised bid structure permits flexibility in contractor selection across multiple lots, potentially allowing the City to award contracts to different qualified firms based on specialization or geographic service areas, thereby optimizing both cost efficiency and technical expertise in tank assessment and maintenance planning.

The City of Chesapeake does not discriminate against faith based organizations in accordance with Code of Virginia Section 2.2-4343.1 or against any contractor, bidder, or offeror because of race, religion, color, sex, national origin, age, disability or any other basis prohibited by State law relating to discrimination in employment.
I. PURPOSE: The City of Chesapeake is soliciting bids from qualified bidders to establish a contract for inspection and evaluation of the condition of all elevated and ground storage tanks for potable and non-potable water owned by the City and managed by any City department, including (without limitation) the tanks located within the Department of Public Utilities’ public water distribution system, and water treatment process tanks and production basins located at the two water treatment plants owned by the City of Chesapeake.
II. BACKGROUND: Municipal water utilities are required by the Virginia Department of Health (“VDH”) to provide any existing information requested by VDH to conduct a “sanitary survey” on the utilities’ waterworks in accordance with the Code of Federal Regulations Chapter 40, Section 141.401. To this end, VDH requires Virginia municipal water utilities to evaluate the condition of “finished water storage” and other physical facilities in the waterworks on a periodic basis.

III. SCOPE OF WORK: The successful bidder under this IFB (the “Contractor”) shall provide all labor, personnel, equipment, supplies, and materials necessary to inspect, on an indefinite delivery, indefinite quantity basis and upon the City’s request, any of the City’s elevated storage tanks, ground storage tanks, water treatment process tanks and potable and non-potable water and production basins for the purpose of meeting the City’s obligations to VDH regarding VDH’s mandate to conduct sanitary surveys of municipal waterworks. The City may order inspections prior to or in conjunction with any repair work being conducted on City water tanks. Without limiting the generality of the foregoing, Contractor agrees to perform each of the following services:
A. The Contractor shall perform a careful study of each tank or basins interior, exterior, foundation(s), and accessories. The Contractor shall take color photographs of each tank’s interior, exterior, foundation(s), and accessories; take pertinent measurements of the tank’s accessories; and take ultrasonic thickness measurements of the steel plates comprising each tank.
B. Contractor shall perform all work under this contract in accordance with all current industry standards and regulations applicable to the services to be performed, including the standards and regulations of the American Waterworks Association (“AWWA”), the U.S. Occupational Safety and Health Administration (“OSHA”), the U.S. Environmental Protection Agency (“EPA”), the Virginia Department of Health (“VDH”), the Virginia Department of Environmental Quality (“DEQ”), and all state, local, and federal laws and regulations related to the services performed under this IFB (hereafter, altogether, “Applicable Law and Standards”). In addition to any other warranty required under this IFB, Contractor shall warrant that the services under this IFB are rendered in accordance with the prevailing industry standard of care, and cover all information required for a “sanitary survey” of water storage under Applicable Law and Standards.
While it is preferred that at least one Association for Materials Protection and Performance (AMPP) Corrosion Specialist is on Contractor’s staff, not every inspector is required to be AMPP certified. It is also acceptable for the Contractor to employ inspectors who are licensed as Virginia Professional Engineers in lieu of being an AMPP certified Corrosion Specialist. For a full listing of required qualifications for Bidders and Bidder technical staff, see Section VI(F) (“MANDATORY BID MATERIALS”) below.
C. For each tank that is inspected, the Contractor shall prepare and issue a certified engineering report concerning the observed condition of the tank.
At minimum, the report must include the following:
1. A description of the observations of the inspecting technician(s) and the Contractor’s recommendations for each tank, including (without limitation) the condition of tank coatings and corrosion protection; any operating, sanitary, or safety deficiencies observed; and the tank’s current compliance with Applicable Law and Standards.
2. All the following information, broken out into the following categories:
a. Contractor’s observations of the physical condition of the tank.
b. Identification of any deficiencies noted during the inspection.
c. Recommendations for repairing deficiencies found during the inspection.
d. An itemized estimate of costs for work to repair or rehabilitate the tank to comply with
Applicable Law and Standards.
e. An evaluation of the need for a mixing system or other process control.
f. An estimate for the cost of a mixing system or other process control, if recommended.
g. An estimate for total replacement cost of the tank.
h. An estimate of the anticipated remaining life of existing coatings on the tank.
3. Contractor shall provide electronic copies of each engineering report upon the City’s request and at the Contractor’s sole expense.
4. Contractor shall ensure that each engineering report is certified by a Virginia Registered Professional Engineer who is also a full-time employee of the Contractor.
5. Upon request by the City, the Contractor shall prepare and issue a Preliminary Engineering Report (PER) or Technical Memo for repair or rehabilitation of a particular tank, which Report or Memo must include specifications, drawings, and other details necessary to perform the recommended repair or rehabilitation.
D. Contractor agrees that all services under this IFB will be ordered and performed on an indefinite delivery, indefinite quantity basis, and will not perform any work unless directed by the City. Contractor acknowledges that the City guarantees no particular volume of work and may not direct Contractor to inspect every storage tank enumerated in this IFB.
E. If City water service is needed at any job site to perform the services in this IFB, Contractor shall contact the Water Distribution Superintendent FIRST at 757-382-3406 followed by the Public Utilities Accounting Department at 757-382-8954 before beginning services in order to fill out the required hydrant meter application and deposit agreement.
F. The City has (7) “Hydrant Bulk Water Locations” that have a backflow preventor on the hydrant that Contractors can use to fill a tanker truck. Contractor will need its own fire hydrant wrench and hose; pipe wrenches are not allowed. Contractor must air gap the pipe that dumps into any tank. Direct connecting to the assembly or dropping of hoses into tanks is not allowed. Remember to fill out the Withdrawal Log located in a mailbox near the hydrant for billing purposes.
G. If you need a hydrant meter, the following must be completed:
a. Complete the Hydrant Meter Permit Agreement and the Hydrant Meter Deposit Agreement. A deposit of $1,800.00 or prevailing rate will be required with $1,500.00 returned once the hydrant meter is returned in good condition. Make a check payable to Chesapeake Public Utilities and take to the Public Utilities Department, 2nd floor, 306 Cedar Road. Please contact Public Utilities-Accountant II at (757) 382-8954 to make an appointment first. Once the Accountant II has advised the Water Distribution Superintendent that the deposit has been received, she will then schedule to have the meter set.
b. The cost of any damages to the meter or the meter assembly, loss of chains, locks or keys for the locks, will be billed deducted from the deposit and billed to Contractor in the event damages exceed the amount on deposit.
c. Costs for water incurred by Contractor under this process may be billed to the City under this contract, less any damages charged by the City for any damage to the meters or any other City owned equipment.
d. Submit the hydrant read form monthly as per the policy.
e. Report any issues promptly to the Water Distribution Superintendent at (757) 382-3406.
f. Traffic control is Contractor's responsibility, and hoses are not allowed to cross the road.
g. Review the Hydrant Operation Safety document with any and all employees that may be operating any City fire hydrants. Contractor must be present when the City sets the meter to sign for the key to the locks.
H. If specifically requested by the City in conjunction with each tank inspection, the Contractor shall perform the following additional services: (i) washout the tank by removing all mud and debris from the tank interior and dispose of all such mud and debris as directed by the City; (ii) remove up to three sets of discarded cathodic protection anodes from the bottom of the tank; and (iii) remove and dispose of existing media in the manganese contactor units and install new media upon request. The City has provided media specifications (see ATTACHMENT E) and approximate volumes per contactor in Section II above.
See also Pricing Schedule- LOT B.
I. When necessary or otherwise when directed by the City, Contractor shall perform interior “wet” tank inspections and evaluations (including using a Remote Operated Vehicle) without dewatering or emptying the respective water storage tank.
J. If a tank is completely drained for the inspection, the Contractor shall disinfect the tank in accordance with
AWWA Standard C652-92, section 4.3.2 (entitled “Chlorination method 2”), unless otherwise authorized by the City’s Water Production Superintendent or Water Resources Administrator. The City’s water quality laboratory will be responsible for all water bacteriology testing associated with placing the tank back in service.
K. In conjunction with each tank inspection, Contractor shall remove the tank’s manway, replace with new gasket material, and replace manway at the conclusion of the inspection
L. Upon request, the manganese contactor media shall be replaced after the tank has been cleaned and the inspection is complete. The Contractor shall ensure the proper and lawful disposal of all used media. This includes performing any required testing prior to disposal and paying all fees, charges, or penalties associated with the disposal process. Please refer to the attachments included in this IFB and supplemental documents attached in OpenGov for specifics on road access and manganese contactor information for each plant.
IV. ENVIRONMENTAL, HEALTH, and QUALITY REQUIREMENTS
A. The Contractor shall perform work safely, in accordance with Applicable Law and Standards, and in such a manner that warrants adequate protection for employees, the public, and the environment. Contractor acknowledges that it will be liable to the City and any third party for harm arising from Contractor’s unsafe performance of the work.
