About this file

This Statement of Work details the procurement of boron-enriched boron carbide discs with specific technical requirements. The contract calls for 4 discs with the following specifications: 3-inch diameter (+/-0.050 in.), thickness between 0.008-0.015 inches, minimum density of 2.25 g/cc (95% theoretical density), and greater than 96 at.% 10-boron enrichment. The production process requires hot-pressed discs using minimum 96 at.% enriched 10B boron carbide starting powder, with key thermomechanical and electrical properties to be determined using ASTM standards. Delivery is required within 6 months after purchase award.

The document also includes two mandatory Artificial Intelligence (AI) requirements for September 2025: 1) contractors must disclose AI technology usage during contract performance, and 2) additional requirements apply when acquiring covered AI systems or services as defined by OMB memo M-25-22. These AI-related provisions must be included in all contracts and orders, with specific guidelines referencing the OMB memorandum.

Statement of Work for the supply of boron-enriched boron carbide discs

The scope of supply shall include the following:

1. Greater than 96 at.% 10-boron-enriched boron carbide discs.

2. Number of discs: 4

3. Disc size:

a. Diameter=3” ((+/-0.050 in.) diameter

b. Thickness=0.008-0.015 in.

c. Density= min 2.25 g/cc (95% theoretical density) for the enriched B4C discs (hot-pressed)

4. Production process: Hot-pressed discs with minimum 96 at.% enriched 10B boron carbide starting powder.

5. Determine by relevant ASTM standrds key thermomechanical and electrical properties (i.e., Young’s modulus, fracture strength, coefficient of thermal expansion, resistivity (ohm-cm), etc.

6. Delivery date: Not later than 6 months after purchase award.

1) Use of Artificial Intelligence (AI) During Contract Performance (SEP 2025) which requires contractors to disclose the use of AI technologies at any time during the fulfillment of the contract. This requirement statement must be included in all contracts (including orders); and

2) Artificial Intelligence (AI) Acquisitions (SEP 2025) which provides additional contractor requirements when the contract is acquiring covered AI systems or services as defined by OMB memo M-25-22. This requirement statement must be included in all contracts (including orders) when acquiring covered AI systems or services. Covered AI systems or services and exceptions are listed below as defined OMB memo M-25-22).
