About this file

This is a Recommendation and Determination to Solicit from One Source or Brand Name document from NASA Shared Services Center, specifically recommending a brand name justification for Agilent Technologies licenses and consulting services.

The document justifies the brand name requirement based on NASA Space Biology Biospecimen Sharing program's use of Agilent Sequencing Laboratory Inventory Management System (SLIMS), which was installed and customized in 2020 for collaborative workflow. The period of performance is January 21, 2025 to January 26, 2026. The procurement covers yearly licenses and additional consulting services for microbial workflow and content type support. The justification notes that switching to another vendor would be operationally cost and time prohibitive, given NASA's previous investment in Agilent systems (referenced under PR 4200859925, Award 80NSSC24PA527) which are utilized daily at Ames Research Center (ARC).

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

OR

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Agilent Technologies for Agilent Licenses and Consulting. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 01/21/2025 – 01/21/2026.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The NASA Space Biology Biospecimen Sharing effort collects biospecimens to maximize the scientific return from biological spaceflight and associated ground investigations and to encourage and broaden participation from the scientific community in space biology-related research. Biospecimen sharing efforts are supported by GeneLab, NBISC, and BSP. To help maintain and curate sample processing, these projects utilize the Agilent Sequencing Laboratory Inventory Management System (SLIMS). In 2020, these projects installed and customized the system for a collaborative workflow. The SLIMS system is now operational and used in daily tasks. To maintain access and workflows, the software requires a yearly license. For 2025, the projects require licenses and additional consulting services on supporting the microbial workflow and content type.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

This procurement for additional licenses and consulting services ensures that the NASA owned equipment stays operable and calibrated within specification to perform daily work. This procurement is vital to NASA’s past investment. NASA has spent approximately (PR 4200859925, Award 80NSSC24PA527) in the evaluation and procurement of licenses and services which are utilized regularly in daily workflows at Ames Researc Center (ARC). Pursuing the procurement or evaluation of an alternate software service would be both operationally cost and time prohibitive.
