About this file
This document is a Procurement Specification for a multichannel potentiostat required by the National Aeronautics and Space Administration (NASA) Glenn Research Center to characterize electrochemical cells. The potentiostat must have at least 20 channels, with each channel capable of voltage up to ±10V, current up to ±1A, frequency from 100kHz to 1mHz, 4ms data acquisition rate, and 24-bit resolution. It must also be able to perform electrochemical impedance spectroscopy without additional equipment. The potentiostat is to be powered by 120VAC and include all necessary cables. The vendor's proposal should include cost, delivery time, options that could accelerate delivery, and any exceptions or alternatives to the specification. The potentiostat is to be delivered to the NASA Glenn Research Center no later than 28 days after authority to proceed. This is a sole source requirement under Solicitation Number 80NSSC24878270Q.

PROCUREMENT SPECIFICATION
1. Summary
Research personnel at the National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC) – known as the “Customer” within this document - require a multichannel potentiostat to characterize electrochemical cells. This procurement specification covers requirements for the potentiostat and deliverables from the supplier – known as the “Vendor” within this document. The potentiostat shall be delivered to the NASA GRC. It is desired that the potentiostat be delivered no later than 28 days after authority to proceed (ATP).
2. Overview
Vendor proposals will be evaluated based on the best value to the Government with selection based upon more than cost and schedule. Value to the Government will be determined, in part, based on the following qualitative criteria:
• the ability of the potentiostat to minimize installation time, labor, and materials to the customer
• the ability of the potentiostat to minimize routine maintenance operations and the replacement of parts, even after long periods of non-use
• the ability of the potentiostat to simplify future modifications and upgrades
3. Potentiostat Requirements
3.1 The potentiostat shall have at least 20 channels.
3.2 Each channel of the potentiostat shall be capable of the following:
3.2.1 Voltage: ± 10 V
3.2.2 Current: ± 1 A
3.2.3 Frequency: 100 kHz to 1 mHz
3.2.4 Data Acquisition Rate: 4 μs
3.2.5 Resolution: 24-bit
3.3 Each channel of the potentiostat shall be capable of running electrochemical impedance spectroscopy (EIS) without additional equipment.
3.4 The potentiostat shall be powered by 120 VAC and include a power cable.
3.5 The potentiostat shall include all cables to interface with the channels and an external computer.
4. Deliverables
4.1. The vendor shall include in their proposal:
4.1.1. Cost and delivery time.
4.1.2. Any options/approaches which the vendor feels that the Government should consider accelerating the delivery schedule, which can include proposed deviations from this specification.

4.1.3. Any options which the vendor feels that the Government should consider, along with accompanying rationale, that will allow the Government to perform a thorough Value to the Government assessment as outlined in §2.
4.1.4. Any exceptions taken to anything within this specification, and proposed alternatives and accompanying rationale that will allow the Government to perform a thorough Value to the Government assessment as outlined in §2.
4.1.5. Any information not explicitly requested, but that the vendor feels will assist the Government in evaluating their proposal.
