Questions and Answers added 1/28/2021

Technical Questions:

The pdf attachment provides reline mark‐ups to help identify the following technical items of concern:

Q1a: Can we use CNC mill engraving, instead of laser engraving (BP Notes 1, 6) and stamping (BP Note 5); perhaps with contrasting paint to highlight mill engravings. Yes, CNC mill engraving is acceptable. Contrasting paint is not necessary.

Q1b: Can you please provide a copy of, or download location of, NASA/AFRC document AFOP‐7900.3‐ 005 (BP Notes 1 and 6) AFOP‐7900.3‐005 will likely raise additional questions.

Please interpret Note 1 as follows, identifying each piece‐part with:

1JYR2‐FLL‐F18LC‐9003‐001, REV. A

SN20210128‐001

Where:

1JYR2 is NASA AFRC’s CAGE Code FLL‐F18LC‐9003 is the drawing number 001 is the particular piece‐part produced (may also be 003, 005, 007, 009, 011, 013, 015, or 017) REV. A is the drawing revision 2021 is the four‐digit year 01 is the two‐digit month 28 is the two‐digit day 001 is the first (of total) end‐items produced (e.g., will traverse 001, 002, 003, etc. per piece‐ part)

Similarly, please interpret Note 6 as follows, identifying each top‐level assembly with:

1JYR2‐FLL‐F18LC‐9003‐101, REV. A

SN20210128‐001

Where:

1JYR2 is NASA AFRC’s CAGE Code FLL‐F18LC‐9003 is the drawing number 101 is the particular top‐level configuration assembled (may also be 103 or 105) REV. A is the drawing revision 2021 is the four‐digit year 01 is the two‐digit month 28 is the two‐digit day 001 is the first (of total) top‐level configurations assembled (e.g., will traverse 001, 002, 003, etc.

per top‐level configuration)

Q2: Can we use alternate material stock sizes, other than those listed in the parts list (Sheet 1); so long as the material certifications are the same?

For example, P/N ‐015 Pin shows stock size 1" with a finish size .998". This may not provide enough material for uniform clean‐up after heat treatment, to hold .005" cylindricity. Stock size diameter 1‐1/16" or 1‐1/8" may be better suited for this P/N. Same for the Jack Mounting Bushing, if the finish size is the same as the stock size. Alternate material stock sizes are permissible so long as rough machining first removes sufficient material to facilitate effective heat treatment before final machining.

Q3: For the Jack Mounting Bushing, is the Outside Diameter (O.D.) 2.25" for all three ‐dash numbers?

Same as the stock size? Correct, but (as stated in Q2) alternate material stock sizes are permissible.

Q4: For the three different Pins (‐013, ‐015, ‐017), is the diameter "A" tolerance band +/‐.001 or +/‐ .005? The correct tolerance is +/‐.001.

Q5: Can we add small (< .1875" diameter) machining centers at each end to improve cylindricity?

(Especially if the tolerance band is +/0.001) Machining centers (< .1875” in diameter) are permissible.

Programmatic Question:

P1a: Are bids limited only to NAICS Code 423860? Can NAICS Codes for Fabricated Metal Parts, such as NAICS Code 3327 (Machine Shops) or 3329 (Other fabricated metal product manufacturing), also be included in this solicitation? I suspect that this question can be answered by the NSSC. NSSC says: We ask that vendors who are not registered with the required NAICS Code contact NAICS and have the code added to their list.

1. I have attached a copy of the RFQ doc with completed provisions questionnaire – could you review this and make sure I completed all of the necessary fields properly?

Thank you for completing the provisions questionnaire.

2. Is there a requested lead time for your projects schedule? We typically bid to a target date as we can adjust price/lead time on a sliding scale to a point.

The end user chose to make “Fastest Delivery/Shortest Leadtime (to preserve project schedule)” part of the competition, rather than specifying a date. See Section 5, Quote Evaluation Criteria.

3. Will the shipping preference be prepaid and add, will call, or local delivery?

See page 3 of the RFQ: Delivery is FOB Destination, Edwards CA 93524

4. The quote shall be submitted to you directly via email, correct? Not through SAM/IPP.

See page 3 of the RFQ: Quotes for the item(s) described in the RFQ are due by 1/29/2021 by 4:30 p.m. CT to Gary W.Walker at gary.w.walker@nasa.gov in order to be considered for award.

In regard to solicitation (RFQ) 80NSSC21756945Q, we respectfully request a few clarifications:

Q1. The statement of work, Section1 of the RFQ document (page 2) notes three part numbers with quantity required for each, but the specifications only show p/n FLL-F18LC-9003-101, is it possible to get the other two drawing sets?

1. FLL-F18LC-9003-101 56 EA

2. 2 FLL-F18LC-9003-103 26 EA

3. 3 FLL-F18LC-9003-105 2 EA

4.

A1. I believe there are 4 pages to the Specifications. If you click the Page Down arrow, I believe the drawings you’re looking for are there.

Q2. Also, Section5, page 34 notes ‘soonest delivery’ is there a ‘desired delivery date’ to maintain the government’s schedule?

A2. There is no specified desired delivery date because the end user has asked for an “earliest possible” delivery date as a parameter for competitive selection. This is a “best value determination” solicitation. See Section 5 of the RFQ.
