NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Philips Heart Start Model M5066A, including batteries, pads and slim case for it. In addition, assist AFRC Health Unit in placing these new AED units in specified locations determined by AFRC. The total estimated cost of this effort is $28,000 for the base year. Estimate for Option Year 1 is $20,000 and Option Year 2 is $20,000. The estimated period of performance or lead-time for delivery is October 15, 2018 for baseline year purchase, October 15, 2019 for Option Year 1 and October 2020 for Option Year 2.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name?

AFRC has been training its personnel using the Philips HeadStart for the past 8 years. A new model may confuse the employees when is critical they are comfortable with the learned procedure.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

NASA AFRC would need to do a new comprehensive training campaign with the units. This will cost the Center additional resources. In addition, and more importantly, if an emergency arose where an employee would need to use a unit; they might not feel comfortable using an unknown unit or they might not know how to use the unit. This may cost an employee’s life.

ADDITIONAL COMMENTS:

BASELINE YEAR: NASA AFRC will purchase 25 Philips HeartStart OnSite Defibulators Model M5066A and 5 Philips HeartStart Defibulator FXR (aircraft) Model 861304. The units will also include the battery, pads and a slim case during the base year. In addition, will require the vendor’s services for the placement of the new units in specified location at AFRC. The units will have an 8 year warranty.

OPTION YEAR 1: NASA AFRC will purchase 18 Philips HeartStart OnSite Defibulators Model

M5066A. The units will also include the battery, pads and a slim case during the base year. In addition, will require the vendor’s services for the placement of the new units in specified location at AFRC. The units will have an 8 year warranty.

OPTION YEAR 2: NASA AFRC will purchase 18 Philips Philips HeartStart OnSite Defibulators Model M5066A. The units will also include the battery, pads and a slim case during the base year. In addition, will require the vendor’s services for the placement of the new units in specified location at AFRC. The units will have an 8 year warranty.

When setting aside orders for small business concerns, the specific small business program eligibility requirements identified in part 19 apply

I hereby accept the above stated recommendation and determine that the circumstances of the contract action deem only one source reasonably available.
