1.0 Background

Some of current CCTV cameras at NASA Armstrong Flight Research Center (AFRC) are either misconfigured or need to be replaced with the new cameras that are compatible with the latest Lenel OnGuard 7.4 version. The required work scope for each of those cameras are annotated on attached spreadsheet.

2.0 Objectives

Enter into a purchase order with a qualified vendor who will reconfigure, reprogram, and replace AXIS CCTV cameras at NASA AFRC, as outlined on the attached spreadsheet and install BCDVIDEO directory server.

3.0 Scope of Work

The scope of this effort will cover removal of existing cameras and mounts that are annotated on the spreadsheet. Install AFRC spare stock or new AXIS cameras, camera mounts, camera enclosures and back boxes at the location indicated on the spreadsheet.

Vendor shall install any necessary conduit hardware and back boxes for the installation of each camera, and the AFRC facility and cable plant teams will provide any necessary electrical cable connection and data cables/fiber runs. The vendor will configure and program the impacted existing cameras and the new cameras to Lenel OnGuard Video Management System located at Bldg. 4825 Post One and Bldg. 703 PSSC-A dispatch offices. Upon completion of the installation, Protective Services will inspect the vendor installations and reconfiguration of each camera to approve the work. This work will take place at NASA Armstrong Flight Research Center (AFRC) located at Edwards AFB and at Bldg. 703 site located in Palmdale.

4.0 Requirements

Conduit Requirements

- The work scope is based on using existing cabling, switches, enclosures, and cameras from the existing Lenel Video Surveillance System.

- If any new conduit installation requires, vendor shall measure and install the conduit and provide list of conduit hardware (see 5.0 Deliverables).

- Vender will identify the types of anchor screws and any necessary hardware such as for mounting cameras, back boxes or enclosures and conduit (see 5.0 Deliverables).

- Vendor shall provide drawing for any new conduit installation. The conduit needs to meet NEC Codes for the number of wires and the circuit current rating.

Work Requirements (Inclusions/Exclusions)

- Vendor shall remove impacted existing camera mounts and cameras from each location and replaced with the new or NASA AFRC spare cameras as indicated on the spreadsheet and drawing.

- Any necessary 120V power, cabling, and network switches for the cameras will be furnished by the government.

- The work scope is based on pathway being existing to all cameras. If new pathway is needed, the government will provide it.

- All Hardware and cameras removed shall remain in NASA Armstrong’s position for proper disposition.

- Vendor shall install any required electrical conduit to each camera with pull string.

- Vendor shall install any required back boxes, camera enclosures and mounts at each camera. Back boxes or enclosures will house electrical outlets and power supplies for cameras.

- Vendor shall configure impacted and new cameras settings on Lenel OnGuard Video Management

System (VMS) for optimum resolution and functionality checks.

- All product warranties shall be per manufacturer’s warranty, while installation/configuration service warranties shall be provided by the vendor.

5.0 Deliverables

• Conduit and Hardware for Conduit installation as necessary

• Anchor hardware and screws for mounting Camera Mounts, Back Boxes, Enclosures and Conduit as necessary

• Labor for Conduit and Back Box Installation as necessary

• Drawing/s for conduit installation as necessary

• Labor for installing Camera mounts, Cameras and enclosures (where enclosure is separate from camera)

• Labor for configuring Cameras to Lenel OnGuard VMS

• AFRC has two geographically separated operation sites (Main Campus and Bldg. 703), and vendor should provide a separated price proposals per each location.

NASA AFRC Protective Services will provide spare AXIS Cameras and Dotworks-S Enclosures as listed on spreadsheet.

7.0 Security Consideration

NASA Armstrong will provide escort into secure areas as required. The Vendor will provide the following information for all employees performing the site installations:

8.0 Travel

There are no additional Travel requirements outside of NASA Armstrong. Vendor travel and expenses are to be included in their project cost.

9.0 Special Material Requirements

There are no requirements for any special materials in the performance of the service(s).

10.0 Other Unique Requirements and Considerations

Vendor Certification:

The vendor is required to be an AXIS camera certified technician/integrator and familiar with Lenel VMS programming to avoid any warranty issues, and BCDVideo Apollo Server application.

Vendor/technicians must be located within a geographic proximity such that vendor can respond within a two (2) hour timeframe from call-out to NASA AFRC to ensure rapid response can occur in case of an emergency

Vendor will be responsible for securing and using of telescope manlift equipment to reach high elevated camera mounting location (approximate 40’ – 50’ high).

Vendor Safety Requirement:

Vendor shall adhere to all Federal and ancillary fall protection standards & regulations during all facets of this task. For tasks requiring utilization of man-lifts and personal fall protection systems (PFPS), an Activity Hazard Analysis (AHA = JHA) will be developed identifying the associated risks and their mitigations. Provide AHA’s for review before such tasks are started. Operators of man-lift equipment and PFPS must show currency of training. The vendor shall also provide their workers with required personal protective equipment for the task at hand.

11.0 Place of Performance

Contract service(s) will be performed at NASA Armstrong Flight Research Center located at Edwards

AFB, CA.

12.0 Period of Performance

The period of performance (POP) for this project shall not exceed 45 days from the date of contract award.
