RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

☐ I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name, AXIS, for Security Cameras and BCDVIDEO Apollo Series for Directory Server, which will work with the AFRC’s Lenel PRISM Video Management System (VMS). The total estimated cost of this effort is $120,000 and the estimated period of performance or lead-time for delivery is 45 days after contract award.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Axis brand name cameras are required to ensure compatibility and consistency with the agency security solution, Lenel OnGuard Version 7.4 and existing AFRC Security video surveillance infrastructure and architecture which has a unique demand for environmental consideration. BCDVideo Apollo Series provides IP video optimized functions and excellent data protection through purpose-built high performance servers. It will give the end users complete control over the data including physical security of sensitive data, compliance enablement and risk mitigation functions.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If a brand other than Axis is used for the replacement cameras, there is significant incompatibility risk and inconsistent training and maintenance concern, which could cause security risk at AFRC. Additionally, cost impacts may occur since existing in-stock spare replacement parts would not be able to use. BCDVIDEO Directory Server was also chosen to optimize the existing Lenel LNVR capabilities.
