NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
GEORGE C. MARSHALL SPACE FLIGHT CENTER
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (JOFOC)
PURSUANT TO TITLE 10 U.S.C. 2304(C)(1)
1. This document is a Justification for the Other Than Full and Open Competition (JOFOC) prepared by the NASA Marshall Space Flight Center (MSFC) in accordance with Federal Acquisition Regulation (FAR) Part 6.3, Other Than Full and Open Competition, and NASA FAR Supplement (NFS) Part 1806.3, Other Than Full and Open Competition.
2. Nature and/or description of the action being approved: This procurement is for the Wind
River’s Simics 5 software used by the Flight Software developers within the Integrated Avionics Test Facilities (IATF) labs which includes the System Integration Labs (SIL), the Software Development Facilities (SDF), and the System Integration Test Facilities
(SITF).
3. Description of the supplies or services required to meet the agency’s need, including estimated value: The purchase of Wind River’s Simics Express, and Simics 5 Pre- Configured Virtual Platform licenses, plus support and maintenance used by the Flight Software developers in the IATF labs under the Vehicle Integration project within the Space Launch System (SLS) program. These licenses will be procured from USI Electronics, the Wind River authorized Government distributor. The total estimated cost of this effort is $283,800.00 and the estimated period of performance is one (1) year.
4. Statutory authority permitting other than full and open competition: This recommendation is made pursuant to FAR 6.302-1, which implements the authority for 10 U.S.C. 2304(C)
(1) for acquisition of supplies or services from only one source and no other supplies or services will satisfy agency requirements.
5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires the authority cited: Wind River provides the VxWorks 653 real-time operating system, source code, and associated software used in the SLS vehicle flight software design. Developers within ES50 and the IATF labs use the Wind River software as part of the real-time software code and other SLS jobs. The Simics 5 application allows the SLS Flight Software teams to conduct unit and formal testing. Simics enables tests to be executed using a hardware model when hardware is not available. Wind River’s Simics simulates systems allowing users to adopt new development techniques not possible with physical hardware. This allows the Flight Software teams to integrate crucial aspects of their processes.
6. Description of the efforts made to ensure that offers are solicited from as many potential sources as practicable: Pursuant to FAR 5.201; this proposed contract action will be synopsized in the Federal Business Opportunities (FBO). Any written requests for consideration will be appropriately dispositioned and documented within an addendum to this document.
7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable: A contracting officer determination will be made based upon established catalog price list and past procurements similar in nature.
8. Description of the market survey conducted, and the results, or a statement of the reasons a market survey was not conducted: Market research and product evaluations were conducted. Candidate systems were obtained and tested for evaluation. This research and evaluation shows that the software required by this acquisition is not available from any other manufacturer. The software design tool evaluation resulted in Wind River’s Simics 5 being capable of meeting all the Government requirements.
9. Other facts supporting the use of other than full and open competition, such as technical data packages, specifications, engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition are not viable due to the proprietary nature of Wind River’s VxWorks 653 and Simics 5. If the Government re-competed the requirement for the ARINC 653 Development environment as deemed essential by engineering management for man rated flight for SLS, they would incur the cost of replacing the entire suite of software development technology for the SLS Core Stage Avionics Flight Computers. This suite was comparatively priced by the three or four vendors that market the product at an estimated $500K to $1M. Also, this development environment was used by the Core Stage Primary vendor to develop the Board Support Software that provides the drivers, CPU management, and various low level software components for the specified hardware to be delivered by the same core vendor supplier.
This software would then have to be re-contracted or redeveloped in-house for an additional $2M to $3M. The cost to then re-host the currently delivered Flight Software with the competing product would be approximately one to two years of additional porting effort of existing Flight Software which would exceed $2M using currently estimated man hours cost. In addition, a two year slip in the SLS launch schedule could be reasonably expected at a cost not able to be estimated in this summary. Therefore, it is reasonably estimated that a minimum of $5M in additional man hour costs as well as the cost of a two year slip in the launch schedule would be incurred by the Government.
10. Sources, if any, that expressed an interest in writing in the acquisition: Pursuant to NFS
1805.207, 1804.570, and FAR 5.201, the proposed contract action will be synopsized on FedBizOpps. Any written requests for consideration will be appropriately dispositioned and documented within an addendum to this document.
11. The actions, if any, the Agency may take to remove or overcome barriers to competition before any subsequent acquisition for the supplies or services required: There are no known actions which the agency may take to remove or overcome barriers to competition before any subsequent acquisition for the systems required. For the above reasons, full and open competition is not feasible. Therefore, purchase of the supplies or services from Wind River through USI Electronics is the only practical approach.
12. I hereby certify the facts in this justification and any supporting data used for this justification are accurate and complete to the best of my knowledge.
