Spreadsheet Completion Instructions:
NASA Protective Services– South Region (NPSC-SR) RFP 80KSC021R0009, F.6.3 VOLUME 3 - Price, contains the general pricing instructions. The subcontractor pricing template instructions listed below are more specific to assist the subcontractor in completing worksheet/tab "Sub Hours & Labor Rate Details".
The table on worksheet tab "Sub Hours & Labor Rate Details" provides 50 lines (rows) for data entry, should the Subcontractor require more rows of data, they should modify the table under worksheet tab "Sub Hours & Labor Rate Details".
| The requested information, to be provided below, includes: |
| Column A, provide Subcontractor Name in Cell A4, subsequent cells below A4 will auto-populate. |
| Column B, requires input of the Subcontractor's Labor Classification Title. |
| Column C, requires the selection of the Equivalent Government Labor Classification via pull down menu selection. |
| Column D, requires the selection of the applicable NASA Center Name via pull down menu selection. |
| Column E, requires the selection of the appropriate Performance Work Statement (PWS) via pull down menu selection. |
| Columns F, R, AD, AP, and BB requires input of the proposed Hours for each Subcontractor Labor Classification as applicable. |
| Columns G, S, AE, AQ, and BC requires input of the proposed Base Hourly rate, for each Subcontractor Labor Classification as applicable. |
| Columns H, T, AF, AR, and BD require input for Fringe Benefits dollars, for each proposed base labor rate, on an hourly basis. |
| Columns I, U, AG, AS, and BE require inputs for Indirect and Profit dollars, for each proposed base labor rate, on an hourly basis. |
| Columns J, V, AH, AT, and BF requires the calculation of a fully burdened Straight Time hourly labor rate, which the subcontractor is responsible to develop. |
| Columns K, W, AI, AU, and BG requires the calculation of a fully burdened Over Time hourly labor rate, which the subcontractor is responsible to develop. |
| Columns L, X, AJ, AV, and BH requires the calculation of a fully burdened Double Time hourly labor rate, which the subcontractor is responsible to develop. |
| Columns M, Y, AK, AW, and BI requires the calculation of Total Straight Time Labor Dollars (Fully Burdened thru Profit), which the subcontractor is responsible to develop. |
| Columns N, Z, AL, AX, and BJ requires the calculation of Total Over Time Labor Dollars (Fully Burdened thru Profit), which the subcontractor is responsible to develop. |
| Columns O, AA, AM, AY, and BK requires the calculation of Total Double Time Labor Dollars (Fully Burdened thru Profit), which the subcontractor is responsible to develop. |
| Columns P, AB, AN, AZ, and BL requires the calculation of a Grand Total of Fully Burdened (Thru Profit) Labor Dollars plus any fully burdened (Thru Profit) Non-Labor Dollars (if applicable and to be estimated by the Subcontractor), which the subcontractor is responsible to develop. |
Subcontractor is required to submit Grand Total Hours and Grand Total Labor Dollars (Fully Burdened Thru Profit for Labor & Non-Labor, as applicable), by Government Fiscal Year, to the Prime Contractor. The Prime Contractor will include this information in its proposal submittal to the Government. Grand Total labor hours can be found in Columns F, R, AD, AP, BB, BN, BZ, and CL, which will be used to populate the Offeror's proposed pricing template for all GFY Direct Labor tabs. The total hours for both subcontractor and prime will be verified to the Government Minimum labor hours. Grand Total Labor Dollars (Fully Burdened thru Profit for Labor & Non-Labor, as applicable) can be found in Cells P55, AB55, AN55, AZ55, BL55, BX55, CJ55, and CV55.
| Note that the print range has been initially set to cover all fifty lines of data. No additional action is required by the Subcontractor as this file is to be submitted to the Government in electronic format only. (A hard copy submission is not required by the Government). Should the data provided herein be proprietary to the Subcontractor and not to be shared with the Prime Contractor, Submittal of this data file (electronic format only) is to be provided in a double sealed envelope as part of the Prime Contractor's submittal to the Government. Alternatively, this data can be submitted directly to the NASA Contacting Officer, if the Subcontractor so chooses. | ||||||
