Provide electrical power support for Landsat 9 Observatory and Instrument EGSE in the PPF Control Room (reference LSSP Req. 0001):

120 VAC, 1Ø, 60 Hz, 20A circuits with one (1) NEMA L5-20 outlets

120 VAC, 1Ø, 60 Hz, 20A circuits with twelve (12) each standard duplex receptacles

1. Question:

Please confirm the requirement is for 12 individual 120V outlets and not 12 duplex receptacles (equaling 24 individual outlets)

Also, would power strips be sufficient?

Government Response:

The requirement is for 12 duplex receptacles which results in 24 outlets.

Use of power strips will be evaluated on a case-by-case basis but daisy-chaining of power strips would not be acceptable

Provide electrical power support for Landsat 9 Observatory and Instrument EGSE in the

PPF Control Room (reference LSSP Req. 0001):

UPS supported output of :

110 VAC, 1Ø, 60 HZ 30A circuits with four (4) each NEMA L5-30 and four (4) each NEMA 5-30

110VAC,1Ø, 60 HZ circuits with at least six (6) each NEMA 5-15 receptacles

Three (3) separate 208V/3Ø/60A/5-wire “Y” Power circuits with Hubble

H560R9W connectors

110VAC,1Ø, 60 HZ circuits with at least twelve (12) each standard duplex receptacles (NEMA 5-20 or 5-15)

Control room circuits to be separate from cleanroom equipment.

Maximum load to be less than 10kVA

2. Question:

Please confirm the requirement is for 12 individual 120V outlets and not 12 duplex receptacles (equaling 24 individual outlets)

Also, could a power strip be used for at least 6 of these outlets?

Government Response:

The requirement is for 12 duplex receptacles which results in 24 outlets.

Use of power strips will be evaluated on a case-by-case basis but daisy-chaining of power strips would not be acceptable

Provide ISO Class 8 compatible silicone free smocks, plus disposable shoe covers, bouffants, and gloves to support 30 Landsat 9 personnel for 2 days during arrival and processing in the airlock.

Size distribution ranging from S, M, L, XL, 2XL, 4XL.

3. Question:

Are coveralls acceptable in lieu of smocks?

Government Response:

Coveralls are not acceptable in lieu of smocks for the arrival/offload activities in the airlock. Smocks are needed to facilitate rapid donning/doffing of garments during offload operations.

Requirement 2200.1 – Page 72

Cleanroom facility certification requirements:

Minimum baseline for facility cleanliness certification will be as follows. 60-day data compilation is based upon one week prior to start of facility occupancy (referred to as the

Data Delivery Date).

1) NVR data for 60 days in the Cleanroom prior to the Data Delivery Date. Two plates on a four-week rotating basis with two-week overlap (standard process).

2) Particle fall-out filters for 60 days in the Cleanroom prior to the Data Delivery

Date. Two filters on a four-week rotating basis with two-week overlap (standard process).

3) Particle counts for 60 days in the Cleanroom prior to the Data Delivery Date.

4) ISO 7 material protocols maintained in the Cleanroom for a minimum of 60 days prior to the Data Delivery Date. Temp/RH maintained within LSSP requirements during this period.

5) Cleanroom fully cleaned and certified to ISO 7, 30 days prior to Data Delivery

Date. Facility maintained in operational state from this point forward (Temp/RH and Air Exchange maintained at LSSP levels).

6) Acceptable for LSC (ULA) to be operating in the cleanroom during the certification period if proper Class 7 cleanroom protocols are maintained.

4. Question:

Please verify subparagraphs 1 through 3, and particularly subparagraph 4, are also required for a period of 60 days.

Government Response:

Requirement subparagraphs 1 through 4 are all verified to be for a duration of 60 days. Only subparagraph 5 has a setback duration of 30 days prior to the data delivery date.

Provide sufficient garments to support 30 NGIS Landsat 9 personnel, 30

NASA/GSFC/KSC personnel and 5 visitors with a twice weekly change out (approx.

150-160 garments).

Garments will be ISO 7 compatible polyester ESD “bunny suits” with elastic leg and arm openings, eyes-only hoods, boots, masks and shoe covers (bootie style) and silicone free.

Size distribution ranging from (approx.) 6-S, 30-M, 50-L, 60-XL, 10-2XL, 4-4XL

5. Question:

Would a combination of “eyes-only” hoods and open-face hoods with face masks be acceptable?

Are “bunny suits” with snap style leg openings and elastic boot openings be acceptable?

Government Response:

It is acceptable to use a combination of “eyes-only” and open-face hoods with face masks. Bunny suits with snap style leg openings paired with elastic boot openings are acceptable.

Requirement 4204 – Page 102

Provide continuous monitoring of the payload fairing processing area specified in LSSP

Req. 4002 for temperature, RH, and particle count.

Record intervals NTE 15 minutes.

Provide an immediate notification method (alarm) before parameters are violated

(246,400on particle count, RH at 35 and 50%, temperature at levels as determined during processing).

Report all alarms to the LSIM/LSSE or project leader/test conductor within 15 minutes of an alarm.

6. Question:

Req. 4202 is for a Class 8 environment yet the alarm for particle counts appears to be 70% of Class 7. Req. 4200 does not list an upper RH value yet an upper alarm limit is listed here. Please verify.

Government Response:

Requirement 4204 should read “...(2,464,000 on 0.5 µm particle count….” rather than “...(246,400 on particle count….” to be consistent with the required Class 8 environment requested for fairing processing.

Requirement 4200 should read “…maintained between 35% and 50%.”

rather than “…maintained at 35% minimum.”

The above clarifications to requirements in the Government’s response to question 6 will be updated in the final award document.

Requirement 6003 – Page 102

Provide the following Administrative Office Areas for exclusive use by and the Ball

Aerospace Instrument Team:

a) One office area with at least ten (10) desks and office chairs with the following accompaniments:

- one (1) double door storage cabinet

- one (1) 3-shelf bookcases

- each desk to have power outlets, phone with long distance capability, and an internet port

b) PPF IT Support will configure a Local Area Network (LAN) within this office area.

This LAN will be separate from the LAN in the office area in LSSP Req. No. 6002.

7. Question:

Could this be a combination of two adjacent or separate offices?

Government Response:

This requirement can be fulfilled with a combination of two adjacent or separate offices

Provide a separate office area with at least eight (8) desks and chairs for NASA LSP and

Engineering personnel.

Each desk to be provided with power outlets and internet ports.

If the desks do not have drawers, provide one (1) 5-drawer file cabinet.

8. Question:

Could this be a combination of two adjacent or separate offices?

Government Response:

This requirement can be fulfilled with a combination of two adjacent or separate offices.

Requirement 6700 – Page 102

Provide a controlled access 24-hours/7-days per week to all Landsat 9 facilities and offices.

Each project office and the PPF cleanroom and Airlock will be separately swipe card or cipher lock controlled. PPF contractor will provide access as required to facility for off-shift activities.

A 24-hour manned presence at the PPF will be provided as a point of contact/emergency locator or the following will apply:

a) The facility is secured when the last person leaves.

b) There is a single point of contact designated at all times.

c) The response times to events are reasonable to ensure safety and security of the satellite.

d) The Landsat 9 team can gain access 24/7.

NOTE: COMSEC access controls are not required for offices but will be required for the

Control Room, Cleanroom, and Airlock to ensure that there is at least one person with a current COMSEC briefing present at all times there is any access.

9. Question:

Would a standard key lock be acceptable for the offices with under 15 personnel?

Government Response:

Standard key locks are acceptable for offices under 15 personnel.
