About this file
This Justification for Other than Full and Open Competition (JOFOC) document outlines the sole source award of a refuse collection and disposal services contract for the Kennedy Space Center. The National Aeronautics and Space Administration will award an indefinite delivery/indefinite quantity contract to Waste Pro of Florida, Inc. for a one year base period and four one-year options. Waste Pro is the incumbent contractor and is the only company able to provide the required collection and disposal services at the Kennedy Space Center due to their existing facilities, equipment, and personnel in place to support the unique waste handling requirements of the space center.

The contractor provides all containers to include dumpsters, roll-offs, and general-purpose cans, except those identified as Government Furnished, to facilitate refuse collection and disposal services on center. The contractor is responsible for keeping all collection areas free of refuse and debris.
Because of delays in the acquisition phase of the follow-on contract and a protest that was received on August 25, 2023, a contract extension is needed to ensure uninterrupted coverage at KSC. Dorado Services will provide up to six (6) months of service at the same rates as Option Year 4 (which were obtained competitively).
