Q1: Is there an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement. If there is an incumbent, could you please provide the contract or task order number?

A: This is a new requirement.

Q2: Please advise maximum distance of the Ethylene supply trailer to the compressor system skid package.

A:The siting has not been finalized, but it is our intention for the trailer to be within 3 to 10 feet of the compressor skid.

Q3: Please confirm interconnecting piping from Ethylene trailer to compressor system to be provided by others.

A: Yes, this piping will be provided “by Others”.

Q4: According to section 3.1.1.1 of the specifications “The compressor system shall perform with an ethylene supply pressure from 250 to 2,110 psig.” Section 3.1.1.2 states “The pressure at the ethylene compressor system outlet shall be 1000 psig…” We are assuming the ethylene will bypass the compressor system when supply pressure is greater than the required 1000 psig discharge pressure.

A: It is the responsibility of the compressor skid supplier to evaluate and recommend the best design solution to meet the specification. If it is determined a bypass is required to meet the specification, it shall be designed, controlled and provided by the compressor system supplier.

Q5: Section 3.1.1.2 indicates a Pressure Safety valve downstream of system. Is this to be included in scope of supply or provided by others?

A: This is provided “by Others”. The purpose of that statement is to make the compressor system supplier aware of the downstream PSV set point for the pulsation analysis and potential mitigation design. We do not want pulsation spikes above our set pressure, thus tripping the PSV on a regular basis.
