E.5. Addendum to 52.212-1-- Instructions to Offerors – Commercial Items

NASA is investigating the utilization of flight demonstrations to rapidly mature EAP technologies and associated EAP-based vision systems for introduction into the US fleet no later than 2035. The objective of this requirement is to assist NASA in reducing the risk and cost of potential future flight demonstration procurement(s) that support the accomplishment of Mid-and Far-Term Community Outcomes stated above, and the accomplishment of the NASA ARMD critical commitment associated with subsonic transports. The Government requires Government purpose rights to the all deliverable submitted under this requirement. The Government’s right to other data under this requirement shall be proposed by Offeror. This requirement is limited to Domestic sources. Proposals from foreign sources will not be accepted.

Proposals shall be submitted to the Government in three volumes as set forth below:

A page is defined as one side of a sheet, 8 1/2" x 11", with at least one inch margins on all sides, using not smaller than 12 point type, Times New Roman font.

1. Submission of proposal. Offerors may submit multiple proposals. Offerors shall submit signed and dated proposal to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted electronically to the designated Government point of contact. Offerors that do not submitted their proposal electronically must also provide a copy of the submitted proposal on a compact disk.

Proposals shall reference the solicitation number. At a minimum, Offeror’s proposal must provide the following:

(a) Technical

Offeror shall provide detailed documentation of its proposed approach to reduce the risk and cost of potential future EAP flight demonstration procurements, and to accelerate the US fleet introduction of EAP-based vision systems requirement identified within the attached Statement of Objectives (SOO) titled “Maturation/Risk Reduction of Electrified Aircraft Propulsion Concepts for Subsonic Transports”.

The technical volume shall address the requirements of the SOO Section III (All tasks addressed in one technical 50 page volume) and shall include but not be limited to:

i. Detailed documentation describing the proposed EAP-based Vision System’s:

Feasibility and credibility of being introduced into the US fleet by 2035.

Assessment of mission performance compared to midterm subsonic transport system level metrics, and compared to current US fleet transport aircraft products it may replace.

ii. The proposed technical approach’s alignment with the NASA ARMD Subsonic Thrust critical commitment: Demonstrate technologies for practical vehicle-level integration of high-power (1MW+) electrified aircraft propulsion systems with advanced airframe systems for initial applications to “small” transport aircraft.

iii. A Statement of Work (SOW) addressing the top three (3) risks associated with the Offeror’s preferred EAP flight demonstration to be conducted over a six-month timeframe to effectively accelerate Offeror preferred EAP flight demonstrations. The SOW must include the “Program Management Objectives” of Section IV of the SOO and shall be prepared in a manner that will allow the Government unlimited rights to the document. The SOW shall be submitted as a separate document with the technical volume. The SOW will not be included in the Technical Volume’s page count.

All tasks shall be completed no later than six (6) months from date of contract award.

(b) Past Performance

Offeror shall provide past performance information for three current or past contracts performing the same or similar services required by the SOO. The information shall contain the following information:

(c) Price

Offeror shall propose a firm-fixed price in response to the solicitation requirements.

The Offeror shall propose a firm fixed price for each task listed in the solicitation schedule.

(d) Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The Government intends to evaluate offers and award a contract without discussions. Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest.

2. Offeror must agree with all terms, conditions, and provisions included in the solicitation.

Proposals that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

3. The Offeror agrees to hold the prices in its proposal firm until 31 Dec 2019.

Offerors shall submit their proposals to the Contracting Officer James G. Williams (email:

james.g.williams-1@nasa.gov) via the NASA Large File Transfer system no later than: 1:00 pm Pacific Time, May 17, 2019. Only electronic submitted proposals will be accepted. Offerors are required to submit a request for access to the system no later than 3:00 pm Pacific Time, 15 May, 2019. The request for access shall be submitted to the Contracting Officer via email.

E.6. Addendum to FAR 52.212-2, Evaluation -- Commercial Items

1. The Government will award a contract resulting from this solicitation to the responsible

Offeror whose proposal conforms to the solicitation and that will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate proposals:

Technical Past Performance Price

The Government will award a single or multiple contracts resulting from the RFP to the lowest priced technically acceptable Offeror(s) that is/are most suitable to the user meeting or exceeding the acceptability standards for non-cost factors Technical Acceptable and Past Performance.

(a) Technical:

The Offeror’s technical volume will be evaluated to determine if the proposed technical approach meets or exceeds the requirements identified within the Statement of Objectives (SOO) and the acceptability of the:

Feasibility and credibility of the Offeror’s EAP Vision System and the probability of introduction into the US fleet by 2035.

Assessment of the EAP Vision System performance compared to midterm system level metrics, and its performance compared to current US fleet products the EAP Vision System is forecasted to replace.

Alignment of the proposed technical approach with the NASA ARMD

Subsonic Thrust critical commitment.

Feasibility and credibility of the proposed technical approach.

The Government will perform an assessment of all the elements of the technical factor and assign an overall rating of acceptable or unacceptable.

After preliminary consideration of all offers, NASA will quickly screen all lower priced technically acceptable proposals and identify the concept (s) that is/are most suitable to the user based on reducing the risk and cost of potential future flight

demonstration procurement. Offeror’s not rated technically acceptable and determined suitable to the users will not be evaluated further or considered for award.

(b) Past Performance

Past performance record for technically acceptable Offeror’s determined to be suitable to the user will be evaluated and assigned a rating of acceptable or unacceptable. The evaluation will consider past performance information obtained from the Governmentwide Past Performance Information Retrieval System and/or any/other reasonable basis identified in FAR 13.106-2(c). An Offeror that is rated unacceptable will not be considered for award.

(c) Price:

Price will be evaluated for reasonableness by comparing the proposed prices received in response to the solicitation.

(d) Basis for Award:

The Government will award a single or multiple contracts resulting from the RFP to the lowest priced technically acceptable Offeror(s) that is/are most suitable to the user. The Government may award all tasks associated with the awardee’s proposal or award one or more tasks to the awardee. The Government reserves the right to award additional contracts or tasks under this solicitation prior to 31 Dec 2019 without requesting an updated proposals. By submission of its proposal, the Offeror accedes to all RFP requirements, including terms and conditions, representations and certifications, in addition to those identified as evaluation factors.

2. A written notice of award or acceptance of a proposal, mailed or otherwise furnished to the successful Offeror(s) within the time for acceptance specified in the proposal, shall result in a binding contract without further action by either party. Before the proposal’s specified expiration time, the Government may accept a proposal (or part of a proposal), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

NASA Large File Transfer Instructions

Inviting an External User If you are a user external to NASA, you will receive an invitation email. Click on the link in the invitation email to access the LFT website and register for an account. There you will create your own password.

Note: External users can only use LFT to send files to internal NASA users.

Sending Files After logging in, click the Send File tab to enter the recipient email address, compose a message to the recipient and attach the file.

Send File Tab Options From the Send File tab you will see the following options.

To Enter the recipient’s email address. Use a comma or semicolon to separate multiple recipients. The maximum number of recipients should not exceed 100. The auto complete feature will show email addresses that were sent to previously. Click Add CC and/or Add BCC to add CC and/or BCC recipients.

Subject/Body Text Enter the subject and body text for the email. Clicking Use Rich Text Formatting will present you with the formatting options seen below.

Attachments The maximum number of attachments per email is 10, which can include a mix of new uploads and previously sent files. If you wish to send a file over 2GB, you will need to download the Large File/Folder Applet. You will be prompted to download the applet when you upload the file.The total size of all attachments to the email or upload should not exceed 100GB.

To attach a file:

1. Click Choose File/Folder to upload a new file, or click Choose from File Manager to select a file already in your account.

2. Highlight the file to attach.

3. Click Attach.

4. Click Choose File/Folder again if you wish to upload more files.

5. Click the X if you wish to remove a file.

Send Copy to Myself Clicking the checkbox will send a copy of the email to your email address. This is useful if you want to preserve the email in your local email program after it has been deleted from the LFT server.

Send Notification on File Delivery Clicking the checkbox will notify you when the recipient completely downloads the sent files. Next to Notify, enter additional email addresses of anyone who should also be notified once the files are downloaded. You can enter multiple email addresses, separated by a comma.

NASA Large File Transfer Instructions

Send Click Send when your message and file are ready to be sent. After clicking Send, the file will be uploaded, and your message will be sent to the recipient with a secure link to the file. Upload and download speeds depend on the local computer, network traffic and bandwidth.

You can keep track of sent and received files under the Transfers section of the File Manager tab.

Creating Drafts The LFT web interface provides you the ability to save drafts of emails you are working on but are not ready to send. To create a draft, click Save Now. You will see the title of the email you are working on appear on the left side of the screen. You can save multiple drafts and return to them later by clicking the title.
