E.5. Addendum to 52.212-1-- Instructions to Offerors – Commercial Items
NASA is investigating the utilization of flight demonstrations to rapidly mature EAP technologies and associated EAP-based vision systems for introduction into the US fleet no later than 2035. The objective of this requirement is to assist NASA in reducing the risk and cost of potential future flight demonstration procurement(s) that support the accomplishment of Mid-and Far-Term Community Outcomes stated above, and the accomplishment of the NASA ARMD critical commitment associated with subsonic transports. The Government requires Government purpose rights to the all deliverable submitted under this requirement. The Government’s right to other data under this requirement shall be proposed by Offeror. This requirement is limited to Domestic sources. Proposals from foreign sources will not be accepted.
Proposals shall be submitted to the Government in three volumes as set forth below:

A page is defined as one side of a sheet, 8 1/2" x 11", with at least one inch margins on all sides, using not smaller than 12 point type, Times New Roman font.
1. Submission of proposal. Offerors may submit multiple proposals. Offerors shall submit signed and dated proposal to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted electronically to the designated Government point of contact. Offerors that do not submitted their proposal electronically must also provide a copy of the submitted proposal on a compact disk.
Proposals shall reference the solicitation number. At a minimum, Offeror’s proposal must provide the following:
(a) Technical
Offeror shall provide detailed documentation of its proposed approach to reduce the risk and cost of potential future EAP flight demonstration procurements, and to accelerate the US fleet introduction of EAP-based vision systems requirement identified within the attached Statement of Objectives (SOO) titled “Maturation/Risk Reduction of Electrified Aircraft Propulsion Concepts for Subsonic Transports”.
The technical volume shall address the requirements of the SOO Section III (All tasks addressed in one technical 50 page volume) and shall include but not be limited to:
i. Detailed documentation describing the proposed EAP-based Vision System’s:
Feasibility and credibility of being introduced into the US fleet by 2035.
Assessment of mission performance compared to midterm subsonic transport system level metrics, and compared to current US fleet transport aircraft products it may replace.

ii. The proposed technical approach’s alignment with the NASA ARMD Subsonic Thrust critical commitment:
Demonstrate technologies for practical vehicle-level integration of high-power (1MW+) electrified aircraft propulsion systems with advanced airframe systems for initial applications to “small” transport aircraft.
iii. A Statement of Work (SOW) addressing the top three (3) risks associated with the Offeror’s preferred EAP flight demonstration to be conducted over a six-month timeframe to effectively accelerate Offeror preferred EAP flight demonstrations. The SOW must include the “Program Management Objectives” of Section IV of the SOO and shall be prepared in a manner that will allow the Government unlimited rights to the document. The SOW shall be submitted as a separate document with the technical volume. The SOW will not be included in the Technical Volume’s page count.
All tasks shall be completed no later than six (6) months from date of contract award.
(b) Past Performance
Offeror shall provide past performance information for three current or past contracts performing the same or similar services required by the SOO. The information shall contain the following information:

(c) Price
Offeror shall propose a firm-fixed price in response to the solicitation requirements.
The Offeror shall propose a firm fixed price for each task listed in the solicitation schedule.
(d) Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The Government intends to evaluate offers and award a contract without discussions. Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest.
2. Offeror must agree with all terms, conditions, and provisions included in the solicitation.
Proposals that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

3. The Offeror agrees to hold the prices in its proposal firm for 120 calendar days from the date specified for receipt of proposals.
Offers are to be submitted electronically via the NASA Large File Transfer system. Only electronic submitted proposals will be accepted. Offerors are required to submit a request for access to the system no later than 3:00 pm Pacific Time, 15 May, 2019. Offerors shall submit their proposals to james.g.williams-1@nasa.gov via the NASA Large File Transfer system no later than: 1:00 pm Pacific Time, May 17, 2019.

Question and Answers
1. Performance of Tasks Statement of Objectives document lists 12 tasks (a – l) to be completed in the first three months and mitigation plans for three risks to be mitigated over a six-month timeframe.
Are these two sets of activities to be performed consecutively or concurrently? We would like to clarify whether the 12 tasks need to be completed before the execution of the risk mitigation plans can start.
(Similar Question) Can you provide a timeline for this contract? Are the 3 months of analysis in parallel or sequential to the 6-month risk mitigation efforts? Are all 3 risk mitigation plans executed within 6 months, or is it 6 months per plan for a total or 18 months?
Relating to the three risk mitigation plans: Is the six-month timeframe meant to begin at the time of this award, or after the awardee submits items A-L? In other words, is it A-L and then the three risk mitigation plans, or A-L concurrent with the risk mitigation plans?
Response: All awarded task are to be performed concurrently. All awarded tasks shall begin at time of award. The contract total period of performance will be a total of six (6) months from time of award.
2. Government Purpose Rights Versus Unlimited Rights
In the Statement of Objectives document, Section IV – Program Management Objectives, the following was stated: “Data created during the conduct of this work shall be marked Government Purpose Rights.” In Section E.5 of the solicitation document, the following was stated: “The Government requires unlimited rights to the all deliverable submitted under this requirement.” Which of these statements will apply; Government Purpose Rights, or Unlimited Rights?
Response: The following will apply to this requirement: Data created during the conduct of this work shall be marked Government Purpose Rights.
3. Human System Integration Clarification
In the Statement of Objectives document, under section 3, Contract objectives, Task (j) requires a description of a “Human System Integration approach for offeror preferred EAP flight demonstrations.” Does this refer to how the pilot and test engineers interface with the aircraft, and the test and measurement systems that are in the aircraft or some other human interfaces?
Response: Human Systems Integration is a system engineering process that ensures human capabilities and limitations are effectively considered in system design and development. In this case, the system is the offeror’s preferred flight demonstrator, and associated systems required to successfully execute the flight demonstration. The system design must address hardware, software, and humans from the beginning of the design process. One desired outcome is reduced lifecycle costs. The offeror shall describe their HSI approach and desired outcomes for the offeror preferred flight demonstration.
4. Does NASA have specific or general plans for follow-on work? Will the deliverables from all contracts be used to generate a broader RFP? Are there timelines/investment plans you can share with us?
Response: Offerors shall monitor the FBO website for any potential activates associated with future requirements. NASA may use the information gathered from these contracts to assist in defining any potential future requirements but not go generate a broader RFP.
No timelines/investment plans to share at this time.
5. In the SOO, you reference the "Subsonic Critical Thrust Commitment" of high-power electrified aircraft propulsion systems. Do you request proposals to have all components (e.g., electric motor) pre-selected, or can we keep open the possibility of collaborating with another contract awardee? For example, if one awardee is working on airframes, and another awardee is working on electric motors, would you match them together?
Response: The responses from each offeror shall address the stated requirements.
Partnering to fill technical gaps is the responsibility of the offeror. There will be no attempt to match offerors.
6. Are you able to provide a ballpark for the level of effort (hours, people, $) that you expect for the deliverables of this contract?
Response: The Offeror is responsible for determining the level of effort it requires to meet the contract requirement.
7. According to p15-17 of the solicitation, the Technical section of the proposal is requested to be up to 50 pages, and then the SOW related to the three risk-mitigation steps "will not be included in the Technical Volume’s page count."
a) Should we assume that the 50 pages is only for "a detailed description of their transport class EAP-based vision system" and "a technical approach and cost proposal for" items A-L? Or should we also describe the three risk mitigation plans within the Technical section?
(Similar Question) #1 proposal (consisting of the technical approach, past performance and cost volumes) for the vision system and flight demonstrators, to address the 12 items (a. thru l. in the SOO page 4). With a 3 month POP.
3 additional and separate proposals (#2, #3, #4) (each consisting of the technical approach, past performance and cost volume) for 3 risk mitigation plans, to be executed during a 6 month POP starting concurrent with the visions system effort of proposal #1.
Response: Per the solicitation, “The technical volume shall address the requirements of the SOO Section III.” The 50 pages will include all task listed under Section III of the SOO.
b) What would be the page limit for the separate SOW related to the three risk mitigation plans?
Response: The SOW does not have a page limit but it should only contain information related to the requirements of the task performed under the contract.
c) Within the 50 page Technical section, what approximate breakdown of pages do you request for the sections?
Response: The Government has no preference as to how the Offeror breakdown the pages in the Technical section.
8. We see that this requirement is limited to domestic sources. Are we permitted to include components (e.g., motors, consulting services) from foreign entities, or does the entire proposal need to be domestic?
Response: The offeror must be a domestic source. It is understood that some of the Offeror’s suppliers may be foreign based.
9. For the section, "description of their transport class EAP-based vision system", we are planning to address a number of items that are also included in A-L. For example we plan to include an analysis of alternatives, which is letter A in the next section. Are we correct to assume that letters A-L are meant to delve into a more detailed analysis of the work discussed in the "description of their transport class EAP-based vision system" section?
Response: A, B, and C concern the offeror’s vision system. The rest of the requirements are focused on offeror preferred flight demonstrations deemed necessary to mature EAP technology/architecture to enable the vision system.
10. Lastly, we see that we're required to request access to the NASA Large File Transfer
System. Can this email serve as that request, or should we send you an email request closer to the deadline?
Response: It is highly recommended that you submit a request closer to the deadline. If I send you an invite now, it will expire prior to the submittal deadline.
11. Are all task to be proposed as a firm-fixed price?
Response: The Offeror shall propose a firm fixed price for each task listed in the solicitation schedule.
