1.0 Background

· National Aeronautics & Space Administration (NASA) Armstrong Flight Research Center’s (AFRC) Gulfstream aircraft, N804NA and N808NA require routine Gulfstream scheduled maintenance inspections. The inspections need to be performed on Gulfstream III (G-III) N804NA, S/N: 344, and, if the aircraft is available (Option 1), N808NA, S/N: 424.

· The two G-IIIs require regular maintenance for sustained airworthiness to support research flights. Because N804NA is a public use aircraft, it is not subject to FAA (Federal Aviation Administration) or Gulfstream requirements, including maintenance requirements. The proposed services are highly recommended by the project and by Gulfstream for continued airworthiness. N808NA alternates between acting as a public use aircraft and an FAA certified aircraft.

· There are three main categories of maintenance required.

· The first consists of several 24-month recurring inspections. These 24-month inspections involve non-destructive inspection (NDI), ultrasonic, and X-ray inspections of Left Hand (LH) & Right Hand (RH) wing tank, wing splice fail-safe channels, lower wing planks, and wing to fuselage attachments.

· The second, which is a 72-month recurring flight controls inspection, comes due for both aircraft on July 31, 2019.

· Additional inspections and tasks which may be due, near due, or overdue will also be requested.

· Each plane is on a separate, but intertwined, timeline for maintenance and availability.

· For N804NA, both 24-month and 72-month maintenance are due by July 31, 2019. However, in order to only have one aircraft out for maintenance at a time, and complete maintenance for both aircraft by July 31, maintenance inspections must start by late May/early June and return the aircraft prior to taking delivery of the second aircraft (Option 1 – if second aircraft is available).

· (Option 1) Currently, N808NA is having modifications work done to meet project requirements, which will be completed no later than July 3, 2019. Due to the modification work, 24-month inspections that were due earlier in 2019 are currently deferred. If N808NA becomes available, the project requires the maintenance inspections for N808NA to start in July 2019 which will meet the deferred deadline for the 24-month maintenance, as well as meet the current deadline of July 31, 2019, for the 72-month maintenance and align with the project schedule.

· A list of the specific Gulfstream Computerized Maintenance Program (CMP) cards detailing the inspections that must be performed is attached. Gulfstream CMP is a system used for organizing, tracking, and enforcing the completion of Gulfstream recommended / FAA required maintenance for maintaining airworthiness.

2.0 Objectives

2.1. To have the maintenance inspections performed fully and successfully by a certified Gulfstream maintenance & repair station with the capabilities and understanding of this aircraft and requirement. Contractor shall provide proper documentation to certify the aircraft’s airworthiness, provide teardown reports at each stage, and provide full documentation of completion when the inspections are completed.

3.0 Scope

The project team expects to have certain maintenance inspections completed, as defined by Gulfstream Computerized Maintenance Program, as referenced in appendix A (N804NA) and B (Option 1-N808NA).

4.0 Requirements

4.1. The certified Gulfstream maintenance & repair station shall be an FAA certified 14 CFR PART 145 FAA Repair Station for Nondestructive Test and Airframe rating

4.2. All planned maintenance shall be performed at the certified Gulfstream maintenance & repair station.

4.2.1. Due to the highly technical and certification requirements of this maintenance, all scheduled maintenance tasks must be performed at the same site, unless a waiver is approved by NASA for an alternate location.

4.3. .

4.3.1. Contractor’s location shall be accessible by G-III aircraft (airport).

4.3.2. Transportation to and from the certified Gulfstream maintenance & repair station of the aircraft will be performed by NASA AFRC.

4.4. An expected duration of maintenance inspections tasks must be estimated ahead of time and an estimated schedule shall be provided as part of the certified Gulfstream maintenance & repair station’s quote.

4.5. The estimated maintenance inspections timeline:

4.5.1. Maintenance should begin as early as possible.

4.5.2. (Option 1 – if aircraft is available), N808NA, should begin as early as July 8, 2019 but no later than July 29, 2019.

4.5.3. These grace periods are requested due to unforeseen delays in delivery of the aircraft to the certified Gulfstream maintenance & repair station.

4.5.4. Task completion for each aircraft should be 5 weeks after Receipt of Order (ARO).

4.6. Perform scheduled maintenance tasks (and associated tasks) as defined in the attachments to this statement of work.

4.6.1. This list may include CMP cards (codes) outside of the standard 24-month and 72-month inspection.

4.6.2. Apply touch-up paint as needed.

4.7. The certified Gulfstream maintenance & repair station is hereby informed that both aircraft have been modified and have wiring and instrumentation that is unique to our research. This instrumentation shall be avoided during inspection and protected. The NASA technician(s) will be available to provide verbal and physical help with any issues that arise with this specialized equipment and its location.

4.8. The certified Gulfstream maintenance & repair station shall have the capabilities, experience, and equipment to repair any discrepancies discovered during these inspections. The certified Gulfstream maintenance & repair station shall immediately notify the on-site NASA designated personnel should any unknown conditions be found requiring repair outside the original scope of this contract and provide a breakdown of discrepancies found, parts required, and cost.

4.8.1. The NASA designated personnel shall coordinate with the certified Gulfstream maintenance & repair station and relevant NASA AFRC offices to develop a disposition plan for the additional repair and to secure authorization for any additional required work.

4.8.2. Under no circumstances should the certified Gulfstream maintenance & repair station perform work outside the original scope of this contract without the express authorization of the NASA Contracting Officer.

4.9. After performing the required repairs and scheduled maintenance tasks the certified Gulfstream maintenance & repair station shall restore the aircraft to a flyable state. This includes reinstallation, operational checks and leak checks of removed panels and aircraft systems, log book entries, return to service authorizations, and any other required closeout tasks.

4.10. The certified Gulfstream maintenance & repair station shall allow NASA AFRC personnel to maintain the presence of at least one designated person on-site at the facility and full access to the aircraft throughout the course of the work. These NASA personnel may be at the facility for the duration of the inspections. NASA designated personnel may include employees of NASA and employees of NASA Armstrong support contractors.

4.10.1. The certified Gulfstream maintenance & repair station shall allow NASA civil servant and/or contractor technicians, in a non-interference basis to carry their own tools on site and perform any CMP cards not listed in appendix A and B or maintenance that they deem necessary during the duration of the scheduled inspections being completed by the certified Gulfstream maintenance & repair station. NASA personnel will coordinate with the station and request permission prior to accessing and starting work on the aircraft.

4.10.2. The certified Gulfstream maintenance & repair station shall allow NASA designated personnel including inspectors, aircraft maintenance personnel, and other technical experts to observe the work at any time.

4.11. The certified Gulfstream maintenance & repair station shall comply with all applicable sections of Q-1A and Q-3 (see attachments Q-1A.pdf and Q-3.pdf)

4.12. The certified Gulfstream maintenance & repair station shall utilize a tool control program that meets or exceeds (AFOP-7900.3-002 Chapter 7.18 thru 7.18.3 Tool & Equipment Control).

4.13. NASA will provide documentation with the approved officials that will be onsite.
