About this file

This is a Scope of Services document for the City of Columbus, Ohio, outlining requirements for corrosion control evaluation services for the 2026/27 fiscal year. The City of Columbus Division of Water seeks testing services to evaluate corrosion control strategies implemented across 3,600 miles of drinking water distribution mains in compliance with Ohio Administrative Code rules 3745-81-80 through 3745-81-90 and the USEPA Lead and Copper Rule. The project requires the winning bidder to use Metal Samples (a Division of Alabama Specialty Products, Inc.) for supply, cleaning, and analysis of corrosion materials, with all shipping costs paid by the City. The contractor must supply six line items: approximately 240 C1010 mild carbon steel coupons (Part # CO1033750104100), 12 C1010 coupons with different hole specifications (Part # CO1023750104100), 12 lead coupons (Part # CO1006530004100), 12 copper tubes (Part # SB1024210104100), 12 C1010 steel tubes (Part # SB1023750104100), and cleaning and analysis services for one year. All materials must be pre-weighed, individually packaged in VCI bags, and stenciled with sequence numbers and alloy identification.

Bidders must submit Line Items 1 through 3 with $1.00 listed as placeholder amounts to establish blanket purchase orders not to exceed a combined total of $50,000. Detailed pricing for all items must be submitted as an attachment or emailed to rjdunn@columbus.gov. Item 6 requires separate quotations for cleaning and analysis services, with pricing broken down by coupon quantities (240, 18, 16, and 3 C1010 coupons, 12 lead coupons, and 24 tubes). All materials are to be returned to the City of Columbus following analysis with corrosion rate analysis sheets. The emphasis on using the same contractor year to year reflects the sensitivity of testing and the need for consistent methodology to track treatment changes and distribution system upgrades over time.

Corrosion Control Evaluation Service 2026/27

Scope of Services:

The City of Columbus has a need for testing used to evaluate the corrosion control strategies implemented by the Division of Water to comply with rules 3745-81-80 through 3745-81-90 of the Ohio Administrative Code.

This testing helps to detect changes in corrosion and protect the 3600 miles of drinking water distribution mains across the City, as well as helps us comply with USEPA’s Lead and Copper Rule.

Because the test is sensitive and the results are compared across multiple years to evaluate treatment changes and upgrades at the water plants, as well as changes in operations and assets in the distribution system it is important to use the same contractor to provide and evaluate the corrosion materials each year. Therefore, the winning bidder must use Metal Samples (a Division of Alabama Specialty Products, Inc.) to supply the materials as well as perform the cleaning and analysis of the materials.

Shipping of materials shall be directly to/from Metal Samples. The City of Columbus will pay all shipping.

Metal Samples 152 Metal Samples Road – P.O. Box 8 Munford, AL 36268 Phone: 256-358-4202 Fax: 256-358-4515 Web: www.metalsamples.com A Division of Alabama Specialty products, Inc.

Metal Samples will provide pre-weighed and individually package materials. After exposure, Metal Samples will clean, re-weigh, and provide corrosion rate analysis. After analysis the materials are to be returned to the City of Columbus. The City of Columbus will pay all shipping.
