1. BACKGROUND

The Department of Management & Budget (DTMB) Office of the Chief Officer (OCTO) Platform, Design & Support Services (PDSS) herein identified as, “customer” has implemented Flexera FlexNet Manager 2023_R1 as the State’s Software License Compliance Management & Monitoring solution via Contract Number 071B7700201.

FlexNet Manager collects and analyzes computer devices, software, and license data, provided through interfaces from Microsoft MECM, BMC ADDM, VMWare vCenter, and the FlexNet Agent. These interface sources provide software discovery information on over 2,000 commercial software applications, including Adobe, Microsoft, and Oracle.

An automated business adapter currently imports Microsoft M365 Named User license data. A manual business adapter currently exists for Adobe Named User licenses.

Additionally, multiple manual processes currently exist for Device Inventory updates, including agency assignment, Role/Environment identifications, and device retirements.

FlexNet Manager 2023_R1 has new features targeting Device User identity merging and false positive evidence reporting, which PDSS has identified in the State’s best interests to leverage.

2. PROJECT OBJECTIVE
