The State will inform users with proper “Opt-in” language explaining what they are opting in to, how often they will receive messages, and a warning about fees.
Before provisioning phone numbers for use by the SMS Service, MDOS will provide a copy of, or link to, MDOS's publicly available privacy policy to be kept on file by FAST for use in resolving deliverability issues that may arise. MDOS will provide FAST with updates to the privacy policy as applicable. FAST
Version 2021-1 3 of 4 may provide the privacy policy to our third-party FCC registered carrier which may be relayed to downstream carriers to demonstrate the integrity of messages sent by the agency. Likewise, if deliverability issues arise, MDOS may be requested to provide a demonstration (screenshots) of the customer opt-in process to further demonstrate MDOS message integrity.
TECHNICAL REQUIREMENTS:
The FAST SMS Gateway utilizes a REST API to send and receive SMS messages and to receive delivery notifications. Each environment utilizing the FAST SMS Gateway must allow outgoing traffic to https://messaging.bandwidth.com/api/v2 and must also provide an environment-specific callback URL.
The callback URL must allow https traffic from the static IP addresses listed below. The FAST SMS Gateway requires TLS 1.2 for all traffic and self-signed certificates are not supported. FAST will provide the static IP addresses for incoming traffic during implementation.
The SMS service will support message concatenation for long text messages provided that the carrier and customer’s handset support it. As a result of this billing occurs on “segments” even though the customer appears to get a single message; the segments get concatenated together through the SMS architecture.
The FAST SMS Management tool must log each message sent and received within the FAST application.
These logs must be searchable within the system. The implementation team must have the ability to write reports against that data if needed.
For awareness FAST must notify the MDOS and DTMB Project Managers should any specifications not indicated in this SOW change as a result of adjusting to changing technology needs.
MDOS does not anticipate on utilizing the International SMS texting capabilities. However, if MDOS chooses to utilize this functionality FAST will implement at no extra cost aside from the per segment rate for international SMS texts as indicated in the Monthly Message Rate table below.
The system currently retains logs of incoming and outgoing SMS messages for the length of time the State is using the FAST SMS Gateway, unless the State has deleted the logs.
TOLL-FREE PHONE NUMBERS:
Each agency, environment, and use-case will be provided a new toll-free number. This is used to ensure traffic for Two Factor codes have a dedicated line and each type of activity is isolated. The cost for the number, management, taxes, etc. are built into the fees as indicated in the Monthly Message Rate table below. FAST will provide these toll-free numbers and MDOS would not have ownership of them.
PRE-PRODUCTION:
Before Agency implements the FAST SMS Gateway in a production environment, Agency may use 1,000 SMS messages per month across non-production environments at no charge. If Agency exceeds 1,000 messages per month, FAST may, at its sole option, bill extra messages at the rates defined in the Production SMS Pricing Schedule.
Anticipated date for use in a production environment: 7/15/2022
ACCEPTANCE :
Once the SMS Gateway is being used in a production environment, the services are accepted.
PRICING:
Once the SMS messaging is implemented into the production environment, the following Production SMS Pricing Schedule applies to all environments (production and non-production).
Version 2021-1 4 of 4
Monthly Message Rates Counted as message segments sent or received Minimum Charge $500.00 / Month 1 - 1,000,000 $0.007 / Message Segment 1,000,001 - 10,000,000 $0.006 / Message Segment 10,000,001 + $0.005 / Message Segment Canada $0.015 / Message Segment International $0.100 / Message Segment Carrier Fees and Surcharges Passed through from cellular carriers
Contractor bills clients on a message segment basis (incoming and outgoing) each month. There is a $500.00 minimum charge per month.
The SMS Service computes the number of segments contained in each message and provides this information to Contractor. Several factors influence the number of segments including, but not limited to, message length, character types, special characters, etc. Contractor’s invoices will contain the number of segments consumed, the rate per segment, and the total due.
Pricing for volume of texting is not expected exceed $245,000.00 over the duration of the current contract (through 9/30/2024) and assuming the FASTQ Appointment service is in place.
ASSUMPTIONS:
This Statement of Work will comply with applicable contract terms, conditions, and assumptions listed in Contract 071B7700121. Any and all information collected through the service is considered State Data.
EXPENSES:
The State will not pay for any travel expenses, including hotel, mileage, meals, parking, etc.
LOCATION OF WHERE THE WORK IS TO BE PERFORMED:
Secretary of State Building 7064 Crowner Dr Dimondale, MI 48821
EXPECTED WORK HOURS AND CONDITIONS:
Work hours are anticipated to be eight (8) hours a day, forty (40) hours a week. Normal working hours, when State of Michigan staff will be available, are 8:00 am to 5:00 pm.

This is a Statement of Work (SOW) to the Driver License and Motor Vehicle Integrated System – MDOS Contract Number 071B7700121 dated March 20, 2017, subject to the terms and conditions thereof.
BACKGROUND:
The State of Michigan (“State”) is requesting FAST Enterprises, LLC (“FAST Enterprises”) to provide enhancement programming for the CARS application.
The Michigan Department of State (MDOS) currently uses an appointment system to provide service to customers visiting offices. MDOS has outgrown the current appointment system and researched alternative options. The decision was made to move forward with the FAST product called FASTQ.
This document describes an estimate to implement FAST Queuing (FAST Q) to include appointments functionality only.
PROJECT OBJECTIVE:
To complete the conversion from the current appointment system to the FAST Q appointment system.
• Customers (guests) will be able to make appointments through the eServices application (both by authenticating in and through a quick non-logged-in option) for the service they need to perform.
o o MDOS will be able to release priority appointments 2 times per day. Each release will occur systematically at a pre-configured time .
• A guest will receive:
o A confirmation through email and/or SMS depending on what information the guest choses while scheduling the appointment.
o A reminder email and/or SMS text prior to their appointment with a prompt to confirm or cancel their appointment.
o Customers will be able to check in with the greeter at each branch location.
o The ability to reschedule an appointment if their original time no longer works.
• FAST Q Appointment features allow central control over the number of appointments available in the office and override the default time allocated for each service type.
• Each office will have a KPI dashboard containing summarized management metrics. Using this information, office manager can make real-time decisions about staffing flow, lunch breaks, etc.
• At a whole-agency level, authorized personnel can view any office dashboard as well as an overall agency roll-up that provides real-time feedback about service center activity.
• FAST will work with MDOS to establish useful online management reports. FAST will develop up to five PDF-based reports for use in formal reporting to outside entities such as the Governor’s office.
• This system will use SMS texting that allows FASTQ to send appointment information to the customer. Text messages will comply with FCC regulations. MDOS will need to obtain an SMS relay service through FAST or another service provider. Using a service provider other than FAST will require additional work and a new integration with CARS and would not be included in the scope of this work.
DELIVERABLES:
• Project successfully completed and implemented in CARS production.
• Projects schedule(s) will be determined once work is prioritized and approved by MDOS.
ACCEPTANCE CRITERIA:
• The system must be integrated with the current CARS system which will allow for more seamless integration.
• System must link with Branch Office Locator or provide the same service.
• Deliverables will not be considered complete until DTMB and MDOS have accepted them using existing CARS testing processes.
• Security of data must be reviewed by Information Security and Control Division (ISCD) following the same review processes as utilized for CARS.SQRs in the “passed testing” stage are considered accepted.
ASSUMPTIONS:
• The FAST product can be enhanced to use the FASTQ portion of CARS.
• Systems impacted will include, but are not limited to Acuity, CARS, Branch Office Locator.
• FAST will consider and advise MDOS on performance issues since FASTQ is a part of the current
CARS system. This Statement of Work will comply with applicable contract terms, conditions, and assumptions listed in Contract 071B7700121.
• Changes will begin in earnest at the execution of this change notice.
• Project will implement within six months of project start. Note that the entirety of the work is expected to be up to 6 months including about 3 months of work for FAST and two months for system configuration and testing.
• This project requires work from multiple contractors. Each contractor will be held accountable for meeting the deadlines for their components of the project effort.
• Project cost includes all increased licensing and maintenance costs.
• This SOW will be submitted in time for the next available Ad Board, 2/15/22 (deadline 1/31/22 to be added to the agenda).
• MDOS would like this project implemented by the end of Fiscal Year 2022; preferably by 9/1/22.
PROJECT CONTROL AND REPORTS:
Progress will be reported weekly via project meetings. Each weekly progress report must contain the following at minimum:
• Accomplishments: Indicate what was worked on and what was completed during the current reporting period.
