AMENDMENT QUESTIONS AND ANSWERS

Question: Regarding the above referenced solicitation, are there any limitations on number of pages by sections, or for the overall proposal? That was not addressed in the RFP

Answer: If no page limit by section or for the overall proposal is stated in the solicitation, then there is no limit.

Questions: In reviewing the solicitation (NIHES2015033 000002) in the first attachment for the previous competition of the subject opportunity, we found the collective bargaining agreement (CBA) in the second attachment in place for employees supporting the contract. Can you tell us if a CBA is still in place? If so, will the awardee be required to honor and abide by that CBA? If so, can you provide offerors with the terms of the CBA, specifically the wage rates and fringe benefits set forth in the current CBA and any modified extension agreement(s)?

Answers: Yes, there is a current CBA in place, see attachment posted titled Current CBA and yes, the awardee will be required to honor and abide by the CBA.

Question: Is the Information Technology Specialist Position Key or Optional? It’s listed as Key Personnel in the table in Section III(a)-ii, however, in the position description in Section III i, the position states that it is Optional.

Answer: It is both Key and Optional. We are not filling this position at this time, but should the government exercise the option to add the Information Technology Specialist it would be considered key and must be handled as such. This would require the government to review and approve the resume for the candidate under consideration at that time.

Question: Will the government add the Information Technology Specialist, Compliant Specialist and Administrative Support to the Labor Classification and Estimated Hours spreadsheet?

Answer: Yes, the positions have been added under optional positions on the Labor Classification and Estimated Hours Spreadsheet. See attachment titled Updated 1-3-2023 Attachment 2 Labor Classification and Estimated Hours per year.

Question: Will the government provide the latest collective bargain agreement positions and rates?

Answer: Yes, see attachment posted titled Current CBA.

Question: Do you want to see five previous contracts (Page 6 of the Combined Synopsis) because page 8 states the “offeror’s proposal shall include a list of three (3) references within the past three (3) years? Please let us know if you need to see three or five.

Answer: Please provide as written. Five for corporate experience and three for past performance. The references for past performance may be selected from contracts described in Section A, Subfactor B.
